The Role:
Job duties include but are not limited to:
- Carrying out record
maintenance, retention, archiving and storage and ensure compliance with
medical record retention policies and disposal procedures;
- Ensuring strict adherence to
the Health Insurance Portability and Accountability Act (HIPAA) regulations to
maintain patient confidentiality;
- Ensuring the security and
integrity of electronic records;
- Generating reports on
medical record activities, including tracking requests, record volume and
turnaround times.
- Participating in performance improvement and continuous quality improvement activities and ensuring record keeping functions are in accordance with Joint Commission Standards.

Whiting Forensic Hospital specializes in providing inpatient services to individuals involved in the criminal justice system or are not yet ready to be safely treated in less restrictive settings. Services are provided to individuals who are admitted via Psychiatric Security Review Board (PSRB) commitment, criminal court order for restoration of competency to stand trial, civil commitment or transfer from the Department of Correction. Discharge options are dependent on legal status and the purpose of admission. The hospital consists of 91 maximum security beds and 138 enhanced security beds.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state medical institution or facility medical records department this class is accountable for performing the most complex tasks associated with maintaining medical records and medical records coding activities.
EXAMPLES OF DUTIES
- Performs highly technical duties in establishment, retention and maintenance of a filing system of medical records such as daily admissions and discharges, daily census, case histories, results of diagnostic tests, medical summaries, abstracts and signed releases of information;
- Ensures compliance with The Joint Commission (TJC) and Title XIX standards;
- Prepares records for clinicians use;
- Analyzes medical records and contents for completeness and quality;
- Prepares medical and statistical reports (patient diagnostic and demographic information, census log, discharge information, etc.);
- May microfilm medical records;
- May attend probate court hearings and give testimony;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of
- relevant state and federal laws, statutes and regulations;
- basic medical terminology and human anatomy;
- medical coding principles and techniques with particular emphasis on International Classification of Disease Adopted procedures;
- The Joint Commission (TJC) medical records standards;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in the maintenance of medical records and preparation of statistical reports.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been as a Medical Records Specialist 1 or its equivalent.
PREFERRED QUALIFICATIONS
- Experience maintaining medical records at a DPH licensed hospital.

Experience ensuring medical record compliance with Joint Commission standards
for hospital level of care.

Experience working in an inpatient, psychiatric setting.

Experience working in a maximum security setting.

Experience working with forensic psychiatric patients.

Experience working with the Connecticut judicial system.

Experience coordinating and facilitating probate court hearings.

Experience processing releases of information (ROIs).

Experience maintaining, indexing, auditing, thinning, archiving, and purging
physical medical records.

Experience using electronic health records (EHRs) such as Epic.

Working knowledge of the Health Information Portability & Accountability
Act (HIPAA) guidelines, including the Privacy Rule.

Registered Health Information Administrator (RHIA) certification.
SPECIAL REQUIREMENTS
Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
