The State of Connecticut, Department of Social Services (DSS) has a vacancies for two Assistant Directors of Rural Health Projects (Durational Project Managers). Each of those two roles will lead, coordinate, and oversee multiple Rural Health Transformation Program (RHTP) projects that DSS is responsible for implementing. DSS is the overall lead agency for RHTP, which is anticipated to be at least $100 million per year for five years for Connecticut (first year grant award was approximately $154 million). CT’s RHTP grant includes thirty-one projects, each of which is assigned to a state agency to implement, including eight projects assigned to DSS. Each of these positions will oversee a subset of the RHTP projects assigned to DSS. For details about RHTP, see the State’s submitted grant application here and this federal webpage here.

These positions will report to the Deputy Director of Rural Health Transformation and Director of Rural Health Projects in the newly formed Division of Rural Health Transformation in the DSS Commissioner’s Office.

We anticipate that these two roles will collectively oversee the following projects:

  • ACCESS Mental Health Autism Spectrum Disorder (ASD) Service Access
  • ACCESS Mental Health Enhanced School-Based Mental Health Care
  • Improving Primary, Maternal, Behavioral, and Dental Health through Direct Investment and Value-Based Payment (VBP)
  • Care Coordination Support for Primary Care Practices
  • Rural Hospital Transformation and Rural Health Facility Right-Sizing and Infrastructure Program
  • Integrated Care Network

POSITION HIGHLIGHTS
  • LOCATION:  Hartford, CT (Travel, primarily in-state, will be required)
  • SHIFT: First (full time | 40 hours per week)
  • SCHEDULE: Monday - Friday 8:00 a.m. to 4:30 p.m. 
  • NOTE: This position is durational and will terminate at the end of the RHTP grant spending period (October 30, 2030, but depending on available RHTP funds and business needs, may be extended by up to 12 months, no later than September 30, 2031), unless funding for this position ends sooner.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.

    EXAMPLES OF DUTIES

    Your Role as Our Assistant Director of Rural Health Projects:
    Under the direction of the Deputy Director of Rural Health Transformation and Director of Rural Health Projects and with the anticipated support of additional RHTP grant-funded staff, provide the following related to RHTP projects assigned to DSS, likely focused on the projects noted above:
    • Design, integrate, launch, implement, monitor, and prepare reports for assigned RHTP projects within relevant budgets, timelines, and other requirements;
    • Manage staff, resources, and contractors, including hiring applicable staff and procuring applicable RHTP funded contractors;
    • Serve as the key point of contact for the specific DSS RHTP projects assigned to the individual, as may be updated from time to time;
    • Collaborate and integrate across relevant DSS units, especially the DSS Division of Health Services, to align with existing Medicaid and other DSS program policies and operations;
    • Collaborate with other state agencies especially as relevant to implementing the projects assigned to this role, including, when directed by DSS leadership, providing assistance to other agencies in implementation of RHT projects assigned to other agencies;
    • Under the direction of DSS leadership, prepare and present reports and updates about DSS RHTP projects for internal and external stakeholders;
    • Under the direction of DSS leadership, Ensure DSS RHTP projects align with overall strategic agency direction and coordinate with other projects and priorities;
    • Under the direction of DSS leadership and within available capacity, support overall management of RHTP, including assisting with management and oversight of RHTP projects assigned to other agencies.

    PREFERRED QUALIFICATIONS

    • Experience in programmatic leadership, focusing on designing, planning, coordinating, launching, and implementing one or more large or complex projects.
    • Experience overseeing a project team across in-house staff and outside contractors and partners.
    • Experience and expertise in health policy and systems, especially in two or more of the following and especially as related to rural health:
    -Hospital strategy, financing, and operations,
    -Primary care, behavioral health (mental health and substance use disorder), maternal health and/or dental health,
    -Value-based payment design, implementation, and ongoing management,
    -Healthcare practice/facility care transformation, strategy and operations.
