The State of Connecticut, Department of Transportation (DOT) is now accepting applications for an exciting Design Engineer 3 (Electrical) role within the Bureau of Engineering and Construction, Division of Traffic Engineering located at our Signal Laboratory in Rocky Hill, CT.

POSITION HIGHLIGHTS
In the Signal Laboratory, the Design Engineer 3 will be responsible for designing, supporting, and repairing traffic signal electronic equipment for the DOT's over 2,500 signalized intersections.
    DISCOVER THE OPPORTUNITY TO
    • Develop and implement traffic signal system timing plans.
    • Prioritize, schedule, assign, oversee and review work of lower-level staff.
    • Direct operations staff to respond to system and equipment failures and to problem solve.
    • Review shop drawings and signal design layout plans prepared both by the DOT and private sector engineers. 
    • Perform other related duties as required.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for acting as a working lead and/or for performing the most complex tasks in an area of electrical engineering.

    EXAMPLES OF DUTIES

    For engineering projects involving electrical power generating and distribution systems, switch gear installations including both high and low tension circuits, airport, street and parking lot illuminating systems, closed circuit television, public address, emergency lighting, communication and alarm systems, lightning protection systems and field of building wiring in hospitals, institution buildings and technical schools: 

    • Oversees, analyzes and interprets reports and test results; 
    • Prepares specifications and cost estimates; 
    • Reviews specifications and determines adequacy; 
    • Oversees and cooperates with consultants in developing projects; 
    • Evaluates merits of engineering submissions; 
    • May act as technical expert on matters pertaining to a professional licensing board or commission; 
    • Performs related duties as required.
    WORKING LEAD: 

    • As assigned by the supervisor: distributes, prioritizes, oversees and reviews unit work; 
    • Provides staff training and assistance; 
    • Conducts or assists in conducting performance evaluations; 
    • Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; 
    • Recommends policies and standards; 
    • Prepares reports and correspondence; 
    • May act as technical expert on matters pertaining to a professional licensing board or commission; 
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of principles of electric power generation and distribution systems, signals, sound communications, illumination and electrical wiring systems, utility company standard practices and state and federal codes; 
    • Knowledge of engineering drafting;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of experience performing electrical engineering design.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    PREFERRED QUALIFICATIONS

    • Experience with the DOT’s traffic signal software and associated hardware such as Cubic products and MioVision.
    • Experience trouble shooting and diagnosing complex traffic signal systems.
    • Experience with Traffic Signal communications equipment, such as cellular modems, radio interconnects, fiberoptics and ethernet over copper.
    • Experience directing field staff to respond to system and equipment failures.
    • Experience reviewing Traffic Control Signal plans, details and specifications.
    • Experience writing technical procedures, policies, or specifications.
    • Experience with relevant Federal, State, Agency and Bureau manuals, policies, and procedures.
    • Experience working effectively with CTDOT staff and external stakeholders.
    • Experience prioritizing and distributing work.
    • Experience using Bluebeam and Office 365 tools including SharePoint.
    • Experience communicating clearly, both verbally and in writing, on topics related to traffic signal operations.
    • Experience working independently, being self-motivated and taking ownership of assignments.

    SPECIAL REQUIREMENTS

    • Incumbents in this class may be required to travel.
    • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

    WORKING CONDITIONS

    Incumbents in this class may be exposed to some risk of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year-round weather conditions.
