Introduction
The mission of the State of Connecticut, Office of State Ethics is to encourage accountability and integrity throughout state government. We do this by providing legal advice, guidance and education to public officials, state employees and lobbyists; by sensibly interpreting and, when necessary, fairly and impartially enforcing applicable laws; and by ensuring required disclosure through the administration of the lobbyist and financial filing systems.

THE ROLE:
In addition to the examples of duties listed below, the individual in this role will also be responsible for:
- Conducting audits of lobbyist financial filings and drafting audit reports with detailed findings;
- Meeting and interfacing with lobbyists to collect information and resolve discrepancies in filings;
- Performing audits of Statements of Financial Interests (SFIs) for completion and accuracy, and drafting annual reports regarding SFI audits;
- Advising the Ethics Enforcement Officer of any suspected violations of the Code of Ethics discovered during audits;
- Preparing annual reports regarding the status of the lobbyist audit program, including analysis of data regarding previously completed audits;
- Providing analytical auditing and accounting support to the Enforcement Division in its investigation and analysis of confidential matters;
- Examining complex financial and other records related to business transactions under investigation and/or audit;
- Assisting and supporting other related Office of State Ethics functions, including, but not limited to: drafting of analytical reports; preparing for hearings; analyzing agency data for various reports and initiatives; contributing to decision-making related to the audit function; and compiling information for the Citizen's Ethics Advisory Board or agency staff.
- NOTE: This position may require travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing highly complex and difficult examination work involving the financial records of state agencies, businesses, municipalities, or other entities. This class may also be accountable for working lead or consultative responsibility.
EXAMPLES OF DUTIES
- Performs highly complex and difficult examination work involving the financial records of State agencies, businesses, municipalities, or other entities receiving money distributed and monitored by the State;
- Determines priorities;
- Assigns and reviews work;
- Establishes and maintains unit procedures;
- Provides staff training and assistance;
- Conducts or assists in conducting performance evaluations;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the professional level.
NOTE: Professional level accounting or auditing is interpreted as work performed as a professional Accountant, Auditor, or Accounts Examiner with responsibility for the exercise of independent analysis and judgement in the application of professional accounting principles and practices.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
- Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) year of the General and Special Experience.
PREFERRED QUALIFICATIONS
- Considerable experience with professional accounting and auditing principles and practices;
- Considerable experience with governmental and commercial accounting;
- Considerable experience analyzing financial records, documents, and reports;
- Experience preparing reports including narrative and statistical sections;
- Demonstrated proficiency in oral and written communication;
- Notable interpersonal strengths;
- Some supervisory experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
