Introduction


The State of ConnecticutDepartment of Energy and Environmental Protection (DEEP), Waste Engineering and Enforcement Division/Administrative Enforcement Program (AEP) has an opening available for an Environmental Trainee to join our team. This is a one to three-year training classification and upon successful completion of the training period, the incumbents will be promoted to an Environmental Analyst 1.

Salary Note: During the first year of training, Environmental Trainees with a Bachelor's degree earn $$48,410 per year, and Environmental Trainees with a Master's degree earn $50,127 per year.

Position Highlights
  • This full-time, 35 hours per week, position is located at DEEP’s Headquarters in Hartford, CT. Typical hours will be Monday to Friday 8:00 AM to 4:00 PM or 8:30 AM to 4:30 PM with the flexibility of a hybrid schedule.
  • The AEP is responsible for all aspects of reviewing (e.g., commercial, municipal, and independent) compliance with the State's solid and hazardous waste management regulations, developing enforcement actions if non-compliance is discovered, and ensuring the regulated entity returns to, and maintains compliance with the applicable regulations. In addition, AEP staff provide technical assistance and support compliance monitoring and outreach efforts. The position will provide critical support in managing compliance within the regulated community. 
  • This vacancy is a technical position responsible for reviewing environmental reports, compliance audits, and complaints, drafting enforcement actions, supporting core program functions by completing data management workflows as well as the preparation and tracking of enforcement documents.
  • The successful candidate must be willing/able to successfully complete OSHA 24 Hour Training, as well as, other safety trainings.
  • The successful candidate must possess and maintain a valid driver’s license and operate motor vehicles compliantly.
  • Within the Waste Engineering and Enforcement Division, the Environmental Trainees will perform a wide variety of increasingly advanced duties as skills are acquired during the course of the training period. The successful candidate will be responsible for assisting staff of a higher grade in the Waste Engineering and Enforcement Division in the performance of the following tasks:
    • Evaluating inspection reports, audits, and complaints to determine compliance related to the management of hazardous waste, solid waste, and recycling in accordance with the applicable laws and regulations;
    • Performing record reviews and conducting on-site investigations of solid and hazardous waste facilities;
    • Evaluating financial mechanisms, permits, site plans, and other formal environmental documents; and assisting with making determinations on their consistency with environmental laws, regulations, and policies;
    • Managing enforcement case load as assigned - including issuing informal and/or formal enforcement actions, reviewing compliance reports; and
    • Providing technical assistance to local, regional, state, and federal officials, stakeholders, partners, and the public as needed.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

  • Assist in conducting public outreach and participating in solid and hazardous waste workshops;
  • Participate in programs that promote environmental justice and equity;
  • Assist in developing emerging uses for the U.S. Environmental Protection Agency’s Resource Conservation and Recovery Act Information (RCRAInfo), a national program management and inventory system about hazardous waste handlers;
  • Attend classroom training, workshops, seminars, or meetings to maintain and grow knowledge of the latest compliance approaches addressing solid and hazardous waste management initiatives;
  • Conduct inspections of certain sources of solid waste and hazardous waste;
  • Respond to public complaints of potential solid and hazardous waste incidents;
  • Prepare inspection reports;
  • Draft enforcement actions;
  • Prepare memoranda and correspondence.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program. 

PREFERRED QUALIFICATIONS

  • Experience or training in environmental law;
  • Experience prioritizing and tracking two (2) or more activities or projects following prescribed formats to meet submission deadlines and production goals;
  • Experience in the interpretation, application, and enforcement of Connecticut’s solid and hazardous waste management statutes, regulations, or permits;
  • Bachelor’s degree or higher in an environmental, chemical, or physical science discipline, or environmental engineering discipline;
  • Experience or training in methods for environmental investigations;
  • Experience or training conducting environmental assessments;
  • Experience or training in communicating technical, regulatory, or policy information pertaining to the solid and hazardous waste field to audiences verbally and in writing; and
  • Experience in problem solving, organization, critical thinking and conflict resolution.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
