Our mission at the State of Connecticut, Connecticut Insurance Department (CID) is consumer protection. The department carries out its mission by enforcing state insurance laws to ensure policyholders are treated fairly, by providing assistance, outreach, and education to help consumers make sound choices, and by regulating the industry in a fair and consistent manner that fosters market competition for the availability of insurance.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Insurance Department this class is accountable for supervising Insurance Examiners engaged in the review of rates and policy forms, investigation of complaints and/or examination of insurance company market and/or business practices for conformance with state statutes and regulations.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans division work;
- Establishes and maintains division procedures;
- Develops or makes recommendations on development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Participates in division hearings;
- Performs supervisory duties and responsibilities over review of insurance company policy and rate filings or examination of insurance company market conduct or investigation and mediation of consumer complaint functions;
- May be assigned supervisory duties and responsibilities over other related programs and/or functions;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply relevant state and federal laws, statutes and regulations;
- relevant agency and division policies and procedures;
- business practices and operational procedures used by all insurance licensees;
- methods and procedures for conducting investigations and examination of insurance licensees;
- insurance rates and rating procedures;
- insurance policy contracts and forms and their provisions;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in one or more of the following areas: claims, claims adjusting, sales, underwriting, contract development, actuarial work, product development or agency services within the insurance industry OR governmental regulation of the insurance industry OR governmental examination of financial condition of insurance companies.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a lead or consultative capacity in professional work at the level of Insurance Associate Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in insurance, business administration, economics or a closely related field may be substituted for one (1) additional year of the General Experience.
- A Certified Life Underwriter (CLU) or Certified Property and Casualty Underwriter (CPCU) designation may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience supervising staff.
- Experience reviewing and approving consumer complaint investigations.
- Experience with property & casualty insurance, policy contracts and claims.
- Experience in one or more of the following areas in Property & Casualty product lines of insurance: claims adjudication, sales, underwriting, contract development, product development.
- Experience in conducting investigations and examination of insurance licensees.
- Experience in insurance rates and rating procedures.
- Experience in working with other Divisions and agencies to handle insurance issues.
- Experience in delivering training, leading meetings, public speaking.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
