Processing Technician to support the Legislation and Election Administration Division (LEAD). This position works hands-on to review filings, answer public inquiries, and keep high-volume documents accurate, organized, and on schedule.

- Serve as the primary point of contact for organizing and maintaining legislative acts, regulations, and public documents in compliance with state statutes and division policies;
- Assist Elections Officers and Staff Attorneys by coordinating clerical tasks related to elections, primaries, nominating procedures, and voting rights, ensuring timely and accurate processing of required documents;
- Examine incoming materials for accuracy, completeness, and compliance with applicable laws and regulations;
- Respond to inquiries from the public, state officials, and external stakeholders via phone and email, providing guidance and information on election-related procedures and public records;
- Develop and manage filing systems, tracking procedures, and calendars of critical deadlines to support the division’s operational needs;
- Draft, edit, and distribute correspondence, forms, and status reports to ensure effective communication and documentation of the division’s processing activities;
- Act as a liaison with internal and external stakeholders, including attorneys, judicial officials, and social welfare representatives, to verify information and complete transactions related to division functions;
- Perform related duties as required.

We are a repository of records for the State and provide important information and resources regarding business and commercial filings, elections, and authentication as prescribed by the constitution, and federal and state laws. The Legislation and Election Administration Division (LEAD) administers, interprets and implements all state and federal laws pertaining to elections, primaries, nominating procedures, and the acquisition and exercise of voting rights. The Division encourages and monitors the implementation of the National Voter Registration Act and other voter registration efforts in Connecticut. In addition, the division is the official keeper of all acts, orders, grants and resolutions of the General Assembly, receives and maintains legislation, regulations and a wide range of other public documents as required by statute, and administers Connecticut’s notary public program.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing the most complex tasks in carrying out and maintaining a complex clerical processing service having a statewide impact. Services which have a statewide impact are defined as services which directly reach and assist members of the general public.
EXAMPLES OF DUTIES
- Performs the most complex duties related to an agency’s clerical processing functions;
- Examines incoming materials for accuracy, completeness and conformance to state statutes and regulations;
- Makes corrections and/or additions;
- Devises follow up procedures to efficiently and effectively carry out activities;
- Initiates and maintains communications with a wide variety of resources to verify information and complete transactions including other state employees, offices and outside officials such as attorneys, judicial and social welfare officials or representatives;
- Interprets and applies state statutes and regulations relating to the particular processing service;
- Makes decisions as to case status, transaction permissibility or admissibility;
- Responds to internal and external inquiries for information and assistance;
- Sets up and maintains office procedures, filing and indexing systems and forms for office use and to meet recurring needs;
- Maintains calendars of due dates and initiates recurring work or special clerical projects accordingly;
- Maintains records and logs;
- Prepares status or statistical reports related to processing function;
- Assists in maintaining general files in support of processing function;
- Initiates correspondence in carrying out duties;
- Types correspondence, forms, file documentation, etc. in support of processing function;
- May process fees and maintain financial records;
- May lead lower level clerical employees assisting in carrying out processing responsibilities;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of clerical work experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have involved a full range of clerical duties.
NOTE: For state employees this experience is interpreted at the level of an Office Assistant or Interpreter Clerk.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
PREFERRED QUALIFICATIONS
- Experience explaining client solutions, speaking clearly, and de-escalating situations, including verbal and written communication and customer service to a diverse population.
- Experience reviewing and processing documents with high attention to detail and accuracy.
- Experience with Microsoft Office Suite software to create documents, manage emails, and communicate virtually.
- Experience with Microsoft Excel to create and maintain spreadsheets and developing formulas to analyze and track data and Microsoft SharePoint for file organization and collaboration.
- Experience utilizing multiple modes of communication including Zoom and Microsoft Teams for meetings, collaboration, and information sharing.
- Experience contributing effectively to a team environment while managing tasks independently with minimal supervision.
- Experience following established procedures to ensure accurate, on-time delivery of services in a high-pressure, deadline-driven environment.
