Introduction


The Connecticut Department of Energy and Environmental Protection (DEEP) is hiring two Licensing and Applications Analysts for its Land and Water Resources Division and Water Planning and Management Division’s Dam Safety Program in the Bureau of Water Protection and Land Reuse.

Position Highlights
In this position you will:
  • Assist with the administration of licensure, certification, and permitting programs in accordance with applicable statutes, regulations, and agency policies.
  • Process electronic applications and workflows, which may include electronic licensing platforms,
  • Disseminate documents and information regarding regulatory programs by electronic means, including posting content to internet websites
  • Conduct research, collect data, and analyze information relating to application processing and compliance evaluations,
  • Respond to inquiries from internal and external stakeholders, including the general public, businesses, environmental professionals, or government officials via phone, email, and mail
  • Perform data entry and quality assurance using multiple software packages including but not limited to DEEP’s Site Information Management System (SIMS), and Office 365 applications to track the status of applications, permits, and compliance data,
  • May provide technical assistance, outreach, and education (to the general public, businesses, government agencies and other stakeholders) regarding electronic licensing functions for which this position is responsible,
  • Perform other administrative processing tasks as necessary.
This hybrid position is full-time on first shift, 40 hours per week, Monday through Friday from 8:00am until 4:30pm (flexible). This position is based out of DEEP Headquarters in Hartford, CT.

About us
Land and Water Resources Division provides land use planning and regulatory services directed to the management and protection of Long Island Sound, tidal and inland wetlands and watercourses. This position will support a diverse range of regulatory and policy program objectives including multiple regulatory programs.

The Dam Safety Program has jurisdiction over all non-federally owned or licensed dams in the state. The Dam Safety Program is responsible for ensuring that all jurisdictional dams in the state are operated and maintained in a safe condition in order to prevent the loss of life and/or property. The program maintains an inventory of 4,500+ dams in Connecticut. In addition, DEEP is the owner of approximately 300 dams, for which we are responsible for operation and maintenance, repairs, and upgrades.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks involving the processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

EXAMPLES OF DUTIES

  • Assists in administration of licensure, certification and/or permitting functions;
  • Reviews, evaluates and analyzes factors and incidents impacting on regulatory responsibility including applications for licensure, certification and proper permit authority for compliance to relevant agency statutes, regulations, policies, procedures and practices;
  • Processes initial and renewal applications; 
  • Responds to mail, telephone and personal inquiries from consumers, governmental agencies, interested parties requesting information concerning entities regulated by department;
  • Explains regulatory laws and agency regulations to applicants, licensees and consumers;
  • Conducts research, collects data and analyzes information relating to application review process;
  • Provides technical assistance to clerical staff;
  • Authorizes issuance of licenses, permits and/or certifications;
  • May participate in public hearings concerning issuance, revocation or amendment of certificates, licenses or permits;
  • May review documents and related materials for criminal convictions and bankruptcy files;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience performing technical or complex clerical duties involving the review or processing of licenses, certifications or permits for a governmental regulatory agency or in a regulated industry.

NOTE: For state employees this is interpreted at the level of Office Assistant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience reviewing or processing applications, registrations, reports, or forms for completeness and adherence to statutory, regulatory, or business requirements,
  • Experience in data entry, data management, reporting, and responding to data inquiries using software applications, including Site Information Management System (SIMS), Microsoft Excel, and Office 365 applications including Microsoft Word, Teams, and Outlook.
  • Experience disseminating public documents and information by electronic means, including uploading content to internet websites and managing electronic filings
  • Experience responding to requests for information from internal or external stakeholders, including general public, businesses, environmental professionals, or government agencies pertaining to applications, permits, compliance, or business operations activities.
  • Experience or knowledge conducting research and collecting and organizing data to support program or business needs.
  • Experience organizing, prioritizing and managing one or more projects simultaneously while meeting established deadlines.
  • Experience managing documents including maintaining documents in accordance with records retention timelines or organizing document files.
  • Experience in oral and written communication for preparing and presenting findings and recommendations
  • Experience with process improvement and problem-solving, including assessing the efficiency of work processes and developing or updating standard operating procedures.
