The State of Connecticut, Department of Social Services (DSS) – is accepting applications for one (1) Planning Analyst position located in Hartford, CT.
The primary role of the incumbent will be to facilitate strategic planning efforts, ensuring the alignment of division and program plans with the agency wide plan and the department’s Vision, Mission and Values. They will develop mechanisms to track progress towards goals and objectives of the plan and provide technical assistance to staff around implementation. The incumbent will also work in support of agency improvement efforts, utilizing various models of organizational improvement such as Lean or Six Sigma to move the agency closer to its strategic goals.

- Monday - Friday | 8:00 am – 4:30 pm
- Travel may be required to other DSS Resource Centers.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.
EXAMPLES OF DUTIES
- Plans and develops new
programs; monitors and modifies existing plans and programs;
- Acts as liaison with
other operating units, agencies and outside officials regarding programs and
plans;
- Provides training and
consultative services;
- Develops procedures for
programs;
- Drafts regulations
pertaining to programs and plans;
- Analyzes and evaluates
grant applications and requests for proposals;
- Conducts special studies
and prepares reports;
- Performs related duties
as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in planning
including developing written long term plans broad in scope and having impact
on a number of operations.
NOTE: Planning is defined as collecting and
analyzing technical data (social, environmental, economic, governmental),
determining problems and concerns, and developing long-term plans accordingly.
These are formal, written plans, i.e., statements of goals and objectives,
recommended alternatives for action, and policies and programs to achieve the
goals and objectives. Generally, these plans will impact statewide activities
or a large-scale corporation which has branch or satellite facilities.
Candidates must often perform these types of duties the majority of time and
the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one-half (1/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
- A Master's degree in
planning, public administration or a closely related field may be substituted
for one (1) additional year of the General Experience.
- Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience with process project management, tracking actionable deliverables, mitigating risk and use of evaluation tools in decision making.
- Experience in change management including conducting needs assessments and stake hold assessments along with communication planning.
- Strong written and verbal communication skills.
- Ability to and experience with leading meetings and facilitating diverse groups.
- Experience with Microsoft Office Suite (Word, PowerPoint, Excel, Outlook, Teams).
- Knowledge of and experience with process improvement models and statistical analysis.
