- This position is hybrid with in-office attendance located at Ten Franklin Square, New Britain, CT. This position is 40 hours per week, Monday - Friday, between the hours of 8:00 am to 5:00 pm.

About Us
The RRU is responsible for overseeing all financial and accounting assessments of regulated private companies to ensure the efficient and prudent operation of Connecticut’s regulated utilities. The unit leads all utility rate cases, working closely with other Technical and Regulatory Analysis (TRA) units, and manages cases that are primarily financial or accounting in nature. These include applications related to rate amendments, debt issuances, land sales, small water system acquisitions, changes of control, and various rate and revenue reconciliation mechanisms.
PURA is divided into multiple offices, each of which specialize in the execution of different portions of PURA’s broad statutory authority and mission statement to ensure safe, adequate, and reliable utility service at reasonable rates. PURA is responsible for regulating the many aspects of Connecticut's utility sectors, which can be categorized into three key buckets:
1. Innovation
- Pursuing the prudent and innovative modernization of the electric, natural gas, and water systems through regulatory reform.
2. Sustainability
- Directing the design and implementation of multiple clean energy programs including, renewable energy deployment, electric vehicle charging, battery storage, and innovation pilots in pursuit of Connecticut’s climate and energy policy goals; and
- Coordinating with diverse stakeholders including utilities, other state agencies, community advocates, environmental groups, developers, private industry, and citizens to ensure equitable and affordable access to all programs and services.
3. Accountability
- Ensuring that the utilities charge only fair and equitable rates;
- Implementing performance-based regulation of the state’s utility companies;
- Overseeing investment in the state’s utility infrastructure to promote service quality, reliability, and safety; and
- Implementing federal requirements for natural gas pipeline safety

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for supervising the professional, technical and clerical staff and activities of a section within an energy branch.
EXAMPLES OF DUTIES
- Staff Management and Work Planning.
- Oversee scheduling, assignment, and review of staff work; provide training, coaching, and performance evaluations.
- Establish unit priorities, develop work plans, and serve as a resource across all assigned project areas.
- Complex Investigations and Technical Reporting.
- Conduct detailed investigations into utility rates, finances, infrastructure, and related matters.
- Prepare and review technical reports, findings, and correspondence as needed and oversee cross-examination of witnesses.
- Financial, Economic, and Analytical Duties.
- Perform the full range of utility finance analyses, including cost of capital, rates of return on rate base and equity, and assessments of utility financial viability.
- Conduct accounting reviews of utilities’ charts of accounts and related financial data and exhibits; controls; and other accounting documentation and practices.
- Review cost-of-capital testimony and exhibits in rate applications and provide direction to staff for developing questions.
- Evaluate financing proposals, including applications for the issuance of stock, bonds, notes, and other finance instruments.
- Collect, analyze, and summarize economic and financial data for transactions involving utility asset transfers, mergers, acquisitions, and divestitures.
- Develop and implement analytical models and data-tracking systems to support evaluations of financing, utility infrastructure, and emerging technologies.
- Collaborate with outside consultants as needed to support complex analytical work.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in cable television (CATV), electric, gas, gas pipeline safety, telecommunications or water utilities, or policies and programs related to energy supply, broadband, energy efficiency, or building or transportation decarbonization.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a discipline closely related to the section activities may be substituted for one (1) year of the General Experience.
PREFERRED QUALIFICATIONS
- A bachelor’s degree in accounting, finance, business administration, economics, public utility management, or statistics;
- A Master of Business Administration (MBA), Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), or advanced degree or certification with a specialization in financial analysis;
- Work experience researching, analyzing, or auditing companies;
- Work experience analyzing financial statements and financial documents and communicating findings to a general audience;
- Experience with public utility finance or accounting principles;
- Work experience or coursework in energy policy, water infrastructure, utility management, or utility regulation;
- Experience writing technical reports, regulatory documents, white papers, or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence;
- Work experience with project management, working on two or more projects simultaneously, while adhering to deadlines;
- Experience using Microsoft Office 365 applications, including SharePoint and Teams to improve business outcomes;
- Experience supervising or managing a team in a professional setting.
