The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is looking to hire an Environmental Analyst 3  to work within the Solid and Hazardous Waste Permitting Program within the Waste Engineering and Enforcement Division located in Hartford, CT.

POSITION HIGHLIGHTS
  • This position is full-time, following a first shift schedule, 35 hours per week, Monday - Friday, with opportunities for a hybrid schedule that includes telework.
  • This position will be located at DEEP Headquarters, at 79 Elm Street, Hartford, CT 06106.
  • The Hazardous Waste and Solid Waste Permitting program is responsible for developing general permits authorizing state-wide activities, developing new programs, policy development, technical assistance, and supporting the compliance monitoring and enforcement programs. 
  • The program also regulates the critical facilities that receive, recycle and dispose of waste materials in Connecticut.

          The Solid and Hazardous Waste Permitting Program within the Waste Engineering and Enforcement Division is responsible for all aspects of permitting the construction and operations of solid waste and hazardous waste management facilities in the state, including reviewing applications, engineering drawings and technical documents in support of proposed operations.

          PURPOSE OF JOB CLASS (NATURE OF WORK)

          In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

          In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

          EXAMPLES OF DUTIES

          WORKING LEAD: 

          • As assigned by the supervisor, distributes, prioritizes, assigns and reviews unit work; 
          • Provides staff training and assistance; 
          • Conducts or assists in conducting performance evaluations; 
          • Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; 
          • Recommends policies and standards; 
          • Prepares reports and correspondence; 
          • Performs related duties as required.

          ADVANCED WORKING LEVEL: 

          • Conducts specialized planning, research, inventory, environmental quality and natural resource studies; 
          • Provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices; 
          • Designs elements to be included in plans; 
          • Develops programs and regulations to implement environmental policy; 
          • Serves as program coordinator; 
          • Reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes; 
          • Designs and conducts site investigations; 
          • Prepares environmental impact statements and recommends corrective actions and alternatives; 
          • Coordinates permit, monitoring and enforcement activities; 
          • Reviews and coordinates grants programs; 
          • Reviews and makes recommendations regarding permit and registration requests; 
          • Serves as department representative on various regulatory and advisory boards and committees; 
          • Prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports; 
          • Oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues; 
          • Serves as agency program coordinator; 
          • Monitors and testifies at public hearings; 
          • Serves as a legislative liaison; 
          • Makes recommendations on policies or standards; 
          • Prepares reports and correspondence; 
          • Leads lower level staff on assigned projects; 
          • Performs related duties as required.

          KNOWLEDGE, SKILL AND ABILITY

          MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

          Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

          MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

          • College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
          • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
          • NOTE: Education may only be substituted for a total of five (5) years.
          • For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

          PREFERRED QUALIFICATIONS

          • Experience evaluating and interpreting solid and hazardous waste facility permits, permit applications, enforcement actions, technical reports and reviewing and interpreting engineering drawings;
          • Experience developing technical documents for the protection of human health and the environment such as permits or enforcement actions, pertaining to regulated solid and both Resource Conservation and Recovery Act and Connecticut regulated hazardous waste management activities;
          • Experience concurrently managing two or more environmental projects, coordinating project tasks and deliverables while meeting deadlines;
          • Experience interpreting and implementing the Code of Federal Regulations and Connecticut laws and regulations relating to solid and hazardous waste management;
          • Experience leading projects and developing and providing training on regulatory programs;
          • Experience coordinating with other Connecticut Department of Energy and Environmental Protection divisions, state and federal agencies, environmental interstate associations, municipal officials, environmental consultants, the regulated sector, and the general public regarding solid or hazardous waste management; and
          • Experience developing strict permit conditions for Resource Conservation and Recovery Act sites and hazardous waste operating permits or drafting Connecticut regulations for the adoption of federal regulations pertaining to Resource Conservation and Recovery Act, hazardous waste management.

          SPECIAL REQUIREMENTS

          • Incumbents in this class may be required to travel.
          • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

          WORKING CONDITIONS

          Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
