The Connecticut Department of Energy and Environmental Protection (DEEP) is seeking to hire a Division Director to provide bureau-wide planning and policy development and strategic waste and capacity planning for the Bureau of Materials Management and Compliance Assurance (MMCA).

ABOUT US
The MMCA Bureau consists of the Sustainable Materials Management Planning and Policy Division, the Waste Engineering and Enforcement Division, the Water Permitting and Enforcement Division and the Emergency Response and Spill Prevention Division. The four Divisions administer a wide variety of regulatory and preventative programs for proper and safe materials management in order to protect valuable ground and surface water resources and to minimize waste. These programs include regulation of solid and hazardous wastes, source reduction and recycling, industrial wastewater discharges, storm water management, PCB management, underground storage tanks and pesticide management as well as emergency spill response and site assessment activities.
The Sustainable Materials Management Planning and Policy Division (SMMPPD) will, among other responsibilities, develop and recommend policies and directions that will advance sustainable materials management strategies and solutions thereby reducing reliance on out of state disposal and reinforcing the materials management hierarchy that prioritizes source reduction, reuse, and recycling over disposal.
POSITION DETAILS
This is a full-time, 40 hours per week, Monday to Friday position. The incumbent will work out of our office at 79 Elm Street located in Hartford, CT with an opportunity for teleworking a portion of the week.
This position offers an opportunity to help shape the management of materials in Connecticut for the future. This is a critical time in Connecticut's waste management system as one of the state’s largest waste to energy facilities ceased operations in 2022 and regional landfill capacity is forecasted to decline by 40% in the next few years. With fewer and rapidly aging disposal options in state, municipalities are increasingly relying on out of state landfills to manage their municipal solid waste and are experiencing significant increases in disposal costs, which are expected to continue to increase absent systemic changes.
This position will work together with our DEEP programs, state, regional, and municipal government and industry partners to rethink our waste system and develop directions, strategies and policies to promote opportunities for innovation and investment in sustainable materials management systems.
The Division Director will be responsible for:
- Planning, research, and policy and program development to advance strategies for decreasing waste generation and increasing source reduction, reuse and recycling;
- Development of short and long range planning for bureau activities including the statewide solid waste management plan;
- Managing personnel and complex projects that implement strategic initiatives, legislative and program policy direction and recommendations;
- Managing programs that include solid waste database maintenance, product stewardship program planning and implementation, mercury product laws, and others;
- Grant administration;
- Coordination with NEWMOA, ASTWMO, EPA and other states regarding waste issues and initiatives;
- Lead development of legislation and regulations for the bureau;
- Developing and implementing operational and process improvements to streamline and enhance bureau regulatory programs.
This position will have direct supervision of a team of professional staff. The incumbent will be key to helping MMCA programs examine, rethink, transform, and create policies and strategic direction for a 21st century materials management system as well as provide assistance to the bureau's other three divisions and their respective programs to create short and long-term planning goals.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for directing the staff and programs of a scientific, regulatory and/or technical division.
EXAMPLES OF DUTIES
- Directs staff and operations of a scientific, regulatory and/or technical division;
- Coordinates, plans and manages division activities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in natural resource management, public outdoor recreation, environmental education, conservation law enforcement, pollution prevention, reduction and management, radiation control, radiological regulatory programs or integration of radiological policies and programs, environmental or energy conservation, environmental or energy regulatory programs, integration of energy and environmental policies and programs, energy research or policy development, strategic operational environmental planning, energy planning, radiological planning, emergency response or other related environmental protection or energy field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity responsible for the supervision of professional and technical support staff performing energy or environmental protection work,
OR
One (1) year of the General Experience must have been in a managerial capacity responsible for the management of professional and technical support staff performing energy or environmental protection work or accountable for establishing and monitoring energy and environmental financial and/or business policies and/or procedures.
NOTE:
- Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
- For state employees supervisory experience is interpreted at the level of a Supervising Environmental Engineer (Environmental Protection), Environmental Protection Supervising Air Pollution Control Engineer, Environmental Protection Supervising Radiation Control Physicist, Environmental Protection Supervising Civil Engineer, Supervising Environmental Analyst, Environmental Protection Supervising Forester, Environmental Protection Supervising Fisheries Biologist, Environmental Protection Supervising Wildlife Biologist, Public Utilities Supervisor of Technical Analysis or other comparable supervisory title responsible for the supervision of professional and technical support staff performing energy or environmental protection work.
- Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.
- For state employees managerial experience is interpreted at the level of an Energy and Environmental Protection Assistant Division Director, Energy and Environmental Protection Office Director or other comparable managerial title responsible for the management of professional and technical support staff performing energy or environmental protection work.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the energy or environmental field including but not limited to the biological, earth or physical sciences, health physics, physics, nuclear engineering or radiation science, environmental planning, conservation law enforcement, environmental law, economics, leisure services, geographic information systems, geography with a concentration in geographic information systems, natural sciences, natural resources, renewable energy, energy conservation or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a scientific or technical discipline related to the energy or environmental field including but not limited to the biological, earth or physical sciences, health physics, physics, nuclear engineering or radiation science, environmental planning, conservation law enforcement, environmental law, economics, leisure services, geographic information systems, geography with a concentration in geographic information systems, natural sciences, natural resources, renewable energy, energy conservation or a related field may be substituted for five (5) years of the General Experience.
- A law degree with a concentration in energy, natural resources or environmental protection law or a doctorate degree in the biological, earth or physical sciences, health physics, physics, nuclear engineering or radiation science or a field related to renewable energy, energy conservation or environmental protection may be substituted for six (6) years of the General Experience.
NOTE: Education may only be substituted for a total of six (6) years of the General Experience.
PREFERRED QUALIFICATIONS
- Experience managing and completing projects, including making decisions on project approach, setting measurable goals and timelines for project completion and delivering project outcomes;
- Experience managing two or more work tasks or projects simultaneously and prioritizing to achieve leadership’s goals;
- Experience collaborating with colleagues and managing conflict to lead cross-functional teams engaged in technical and policy work;
- Experience applying policies and procedures to lead or manage employees;
- Experience collaborating with state and federal agencies, environmental advocacy groups, legislators, and regional organizations;
- Experience in environmental protection and management, including experience in materials management;
- Experience administering grant or financial assistance programs;
- Experience administering regulatory programs;
- Experience formulating program or organization goals and objectives;
- Experience initiating and developing policies and developing policy reports.
SPECIAL REQUIREMENTS
- Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator’s license.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to obtain a security clearance.
- Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
Radiation Division:
- Incumbents in this class may be required to respond to radiological emergencies within Connecticut and other New England states.
