THE ROLE
We are seeking a dynamic, motivated candidate for this opportunity. This unit is responsible for developing detailed traffic forecasts used by CTDOT project engineers to develop roadway design plans for State Roadway Projects. This involves utilizing traffic count data, analyzing traffic patterns, use of origin and destination data, and understanding the Statewide Travel Model. This Unit also reviews Traffic Impact Studies for all private development proposals that seek Major Traffic Generator (MTG) permits through CTDOT’s Office of State Traffic Administration (OSTA). A certificate is required from OSTA for all new major traffic generators/expansions/land use changes that trigger the need for mitigation or traffic safety measures on the State highway system.
This Transportation Planner 2 position requires knowledge of the principles and practices involved in transportation planning and/or engineering with a focus on travel demand models and traffic forecasting. Candidates should possess the ability to read and interpret roadway construction plans and development site plans. MicroStation/CADD experience is highly recommended. The selected candidate will be responsible for developing effective, efficient communication and working relationships internally, as well as with other State and Federal agencies, consultants, and other external stakeholders.
EXAMPLES OF DUTIES
- Acts as a lead in the review of traffic impact statements/studies and reports that are developed by Consultants for major traffic generators
- Analyzes proposed trip generation and the associated impacts those trips have on the roadway network
- Works under the supervision of a Transportation Supervising Planner in the development of future traffic forecasts based on existing traffic counts, travel patterns, and origin and destination data
- Utilizes various demographic data from the Statewide Travel Model and other sources
- Participates in field inspections and provides data entry and other data/analytical tasks for various databases, including Access and Excel, SharePoint, and Office 365
- Utilizes various analysis tools to identify/measure areas of traffic congestion and develops concepts to alleviate congestion at those locations
- Works closely with project managers/engineers in managing traffic forecasting aspects of corridor and statewide studies

Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license, and may be required to travel, primarily within the state, and perform duties in the field. This position will report to a Transportation Supervising Planner or an employee of a higher grade.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.
EXAMPLES OF DUTIES
WORKING LEAD LEVEL:
- As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work;
- Provides staff training and assistance;
- Conducts or assists in conducting performance evaluations;
- Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit office policies and standards;
- Prepares correspondence;

ADVANCED LEVEL:
- Performs complex tasks and assignments in developing, coordinating and reviewing transportation planning programs;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 1 or Transportation Engineer 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- A bachelor’s or master’s degree in Transportation / Regional / Urban Planning or Studies, Civil Engineering, or closely related degree
- Experience maintaining spreadsheets and databases, and conducting numerical analyses
- Experience analyzing technical diagrams, maps, site plans and aerial photographs
- Experience utilizing and working with traffic count data and outputs from the Travel Demand Model
- Experience in reading and interpreting project design plans
- Experience working independently and as part of a team
- Experience with MicroStation / CADD software
- Experience with Microsoft Office 365 including Excel, Adobe Acrobat, ESRI ArcGIS, Bentley Bluebeam, and Travel Demand Modeling Software
- Experience utilizing origin and destination data
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
