The Connecticut Department of Public Health (DPH) is seeking a qualified and motivated individual to serve as a Supervising Environmental Engineer overseeing the Rule Implementation Unit within the Drinking Water Section (DWS) of the Environmental Health and Drinking Water Branch. This unit plays a vital role in ensuring compliance with federal and state drinking water regulations, helping to safeguard the health of approximately 2.9 million residents served by 2,400 public drinking water systems.

In this leadership role, you will supervise a team of professionals dedicated to implementing the Safe Drinking Water Act (SDWA) and ensuring that Connecticut’s public water systems deliver safe, reliable drinking water every day.

      • Lead the Rule Implementation Unit to ensure compliance with SDWA regulations, including:
        • Groundwater Rule (GWR)
        • Revised Total Coliform Rule (RTCR)
        • Lead and Copper Rule (LCR) and Revisions (LCRR)
        • Disinfection Byproducts Rules (DBPR)
        • Surface Water Treatment Rule (SWTR)
        • And more
      • Supervise, train, and evaluate staff performance
      • Oversee review and analysis of water quality data for compliance with Maximum Contaminant Levels (MCLs), Treatment Techniques (TTs), and monitoring/reporting requirements
      • Manage issuance of violation notices and compliance letters
      • Coordinate technical assistance and communication with public water systems (PWSs)
      • Collaborate with other DWS units and supervisors to ensure effective implementation of drinking water laws
      • Review sample siting plans, waiver requests, operational reports, and seasonal startup procedures

        PURPOSE OF JOB CLASS (NATURE OF WORK)

        This class is accountable for supervising and conducting investigations in connection with the protection of public drinking water systems and related aspects of environmental engineering.

        EXAMPLES OF DUTIES

        • Oversee the Rule Implementation Unit(RIU) to ensure Public Water System (PWS) compliance with Safe Drinking Water Act (SDWA) Regulations including but not limited to the Groundwater Rule (GWR), Revised Total Coliform Rule (RTCR), Chemical Contaminants Rules, Arsenic Rule, Lead and Copper Rule (LCR), Lead and Copper Rule Revisions (LCRR),Radionuclides Rule, Stage 1 and Stage 2 Disinfectant/Disinfection Byproducts Rule (DBPR), and Surface Water Treatment Rule (SWTR).
        • Schedule, assign and review the work of staff.
        • Provide staff training and assistance.
        • Conduct performance evaluations of staff.
        • Determine priorities and standard operating procedures for staff.
        • Develop or make recommendations on the development of policies and standards.
        • Oversee the review and analysis of water quality data to determine compliance with Maximum Contaminant Levels (MCLs).
        • Oversee the review and analysis of water quality data to determine compliance with Treatment Technique (TT) requirements.
        • Oversee the review and analysis of water quality data to determine compliance with Monitoring and Reporting requirements.
        • Oversee the validation and migration of candidate violations for all violation categories.
        • Oversee the issuance of violation and compliance requirement letters for all violation categories.
        • Assist with troubleshooting water quality data issues with PWSs and certified laboratories.
        • Ensure timely follow up of all MCL, AL, and TT exceedances and violations.
        • Oversee the review of RTCR and DBPR sample siting plans.
        • Oversee the processing of monitoring reduction and waiver requests.
        • Oversee the review of monthly operating reports.
        • Oversee operational evaluation level trigger determinations.
        • Oversee operation evaluation level report reviews and follow ups with PWSs.
        • Oversee the issuance of RTCR Seasonal Start Up Reminder letters to PWSs.
        • Oversee PWS reactivation and inactivation.
        • Oversee effective communication with other units in the DWS.
        • Oversee effective technical assistance to PWSs to ensure compliance.
        • Communicate and collaborate with DWS supervisors on all items related to the successful implementation of safe drinking water laws.
        • Performs related duties as required.

        KNOWLEDGE, SKILL AND ABILITY

        • Considerable knowledge of
          • relevant agency policies and procedures, state and federal laws, statutes, and regulations;
          • the principles and practices of environmental engineering with reference to water supply and subsurface sewage disposal but not including industrial hygiene and milk sanitation; 
        • Considerable
          • interpersonal skills; 
          • oral and written communications skills;
        • Considerable ability to plan, oversee, and conduct environmental engineering surveys and investigations and to analyze detailed plans and specifications; 
        • Ability to interpret chemical, bacteriological, and microscopic analyses of water and sewage; 
        • Supervisory ability.

        MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

        Eight (8) years of experience in environmental engineering involving groundwater, the design, construction or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.

        MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

        One (1) year of the General Experience must have been in a working lead level capacity.

        NOTE: For state employees this experience is interpreted at the level of an Environmental Engineer 3.

        MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

        • College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
        • A Master's degree in civil, chemical or environmental engineering may be substituted for one (1) additional year of the General Experience.

        PREFERRED QUALIFICATIONS

        • Experience utilizing knowledge of Connecticut and Federal laws and regulations related to safe drinking water and an understanding of current drinking water issues.
        • Experience reviewing and improving existing internal workflows and planning activities for the implementation of new laws and regulations.
        • Experience utilizing, or knowledge of, software applications used for compliance determination including, but not limited to, the Safe Drinking Water Information System/State and other supporting applications.
        • Experience leading staff, training staff, developing workplans, evaluating work performance, assigning work duties, and reviewing staff deliverables, and aligning staffing resources with work priorities.
        • Experience utilizing written and verbal communication skills.

        SPECIAL REQUIREMENTS

        Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors.

        WORKING CONDITIONS

        Incumbents in this class may be exposed to some danger of injury or physical harm due to environmental conditions including temperature extremes, heights and fumes, and to some risk in working with chemicals and other materials of unknown toxicity.
