The State of Connecticut Department of Transportation (DOT), Bureau of Finance and Administration, is currently recruiting for a Fiscal/Administrative Manager 1 position, for the Division of Business Services, in the Business Services and Inventory Management Division, located at our DOT headquarters in Newington, CT.

POSITION HIGHLIGHTS
  • Monday - Friday
  • Full Time, 40 hours per week
  • First Shift, 7:30 AM to 4:00 PM
  • Location: Newington
THE ROLE
The Fiscal/Administrative Manager 1 will lead a team of twenty nine (29) staff (professional and para-professional), ensuring that all staff have the support and training needed to succeed in their respective jobs, as well as the following responsibilities: 

Managing the CTDOT’s Accounts Payable Operation’s work: 
  • Vendor payments.
  • Project Consultants/Contractor payments.
  • Utility Payments - manage over 3,000 utility accounts across CT.
  • Town Aid Grants.
  • Other Municipal Grant payments such as NHTSA Safety Grant Payments.
The Management of the CTDOT’s Asset Management Unit, Inventory Control and Surplus operations that span the entire state of CT including:
  • Accounting for the inventory in 12 Storerooms, and the Central Warehouse.
  • Tracking and managing CTDOT State Fleet assets.
  • DOT Capitalized Equipment such as IT equipment, Tools, etc.
  • Responsible for maintaining an accurate inventory of software purchased and leased.
  • Management of the CTDOT’s surplus operations, ensuring the proper disposal and sale on the DAS Surplus website.
Management of the Support Services operation including:
  • Motor Pool operations, the vehicle reservation system, Motor Vehicle use data and Geotab safety reporting.
  • CT DOT Mailroom operations.
  • CT DOT Claims/Insurance operations.
  • CTDOT Records Retention Operation.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.

    EXAMPLES OF DUTIES

    • Schedules, assigns, oversees and reviews the work of staff; 
    • Provides staff training and assistance; 
    • Conducts performance evaluations; 
    • Determines priorities and plans unit work; 
    • Establishes and maintains unit procedures; 
    • Develops or makes recommendations on the development of policies and standards; 
    • Interprets and administers pertinent laws; 
    • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
    • Coordinates fiscal functions including budget preparation and management, accounting and financial reporting and analysis; 
    • Assists in planning and implementation of financial aspects of EDP systems; 
    • Utilizes EDP systems for financial records, reports and analyses; 
    • Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation; 
    • Supervises and coordinates a variety of administrative functions such as grant administration, payroll, purchasing and contract administration; 
    • In addition to supervising fiscal/administrative functions may supervise support services; 
    • In a facility, in addition to the above, may ensure conformance with related standards of TJC, OSHA, Environmental Protection and other regulatory agencies; 
    • Performs related duties as required.
    OFFICE OF POLICY AND MANAGEMENT, OFFICE OF FINANCE:

    • Formulates policies and procedures related to state agency procurement and programmatic and fiscal management of health and human services purchase of service contracts and personal service agreements; 
    • Designs, develops and implements statewide standards, goals and objectives for contracting, rate setting, payment, accounting, budgeting, auditing and other fiscal and administrative procedures to assure fiscal accountability for contracting; 
    • Provides direction, interpretation and guidance to state agency fiscal/administrative staff involved with contracting; 
    • Reviews with state contracting agencies the budgetary impact of any privatization contract and need for any budget adjustments; 
    • Works with state agency contracting staff to implement requirements of the State Contracting Standards Board; 
    • Researches, interprets and administers pertinent laws and regulations; 
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; 
    • Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; 
    • Considerable
      • interpersonal skills; 
      • oral and written communication skills; 
    • Considerable ability
      • to understand and apply relevant state and federal laws, statutes and regulations; 
      • to prepare and analyze financial and statistical reports;

      • analyze budgetary and related problems;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been supervising professional level staff.

    NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience prioritizing work assignments and delegating duties.
    • Experience supervising a large, complex accounts’ payable function including vendor payments, utilities, project contractor invoices, sub-grantee payments and the receiving function, Asset Management inventory controls and surplus policies.
    • Experience working with CORE-CT modules: Financials, Accounts Payable, Procurement, Inventory, Asset Management and HRMS (time and labor). 
    • Experience and knowledge of State Procurement authorities and procedures.
    • Customer service experience including corresponding and communicating with both internal and external customers.
    • Experience with Support Services operations such as Motor Pool, Mail Room, and Records Retention.
    • Experience in the hiring process including interviewing and evaluating candidates for professional roles.
    • Experience building and fostering a team environment and providing opportunities for staff to grow in their professional knowledge and skills.
