The State of Connecticut, Department of Labor (DOL) - Performance and Accountability Unit - is currently recruiting for one (1) Research Analyst Supervisor position located in Wethersfield, CT.
Performance & Accountability Unit is responsible for the administration of CThires, Connecticut’s case management information and reporting system for the Workforce, Innovation and Opportunity Act (WIOA). The unit is also responsible for creating and submitting reports that meet the federal reporting requirements for a number of programs including WIOA, Wagner-Peyser (WP), Jobs for Veterans Grant (JVSG), Trade Adjustment Assistance (TAA), and Apprentice Training Grants.

- Monday – Friday | 8:00 am – 4:30 pm
In your role as a Research Analyst Supervisor, you will have the opportunity to:
- Plan, direct and coordinate unit activities involving the design, development and implementation of new reports and analytics, as well as modifications of current reporting procedures or development of new reports;
- Monitor and evaluate report outcomes on a regular basis to ensure reliable outcomes and assists partners by recommending appropriate action to correct deficiencies;
- Collect, analyze and evaluate data to determine the effectiveness of programs, and policies, and to make recommendations for changes to policy, programs, and agency operations;
- Participate in budget planning, resource allocation, and staff selection and development for the unit;
- Work with the CThires vendor to develop strategies for data acquisitions, archive recovery, security and implementation of routine to moderately complex applications;
- Utilize a number of tools to retrieve data and develop reports. These tools include SQL, R, Stata, Power BI, Excel and Access;
- Use statistical applications to perform statistical analysis on data and develop predictions for numerical and other outcomes;
- Coordinate and collaborate with other employment and training programs including the WIOA, WP, JVSG, TAA, and Apprenticeship to develop and submit annual and quarterly reports for each program;
- Understand agency related policies and procedures as they relate to CThires and federal reporting requirements;
- Schedule, assign, oversee and review work of staff;
- Supervise development and implementation of research projects, analysis and evaluation of data and preparation of narrative and statistical reports;
- Provide staff training and assistance;
- Conduct performance evaluations;
- Act as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepare special reports and correspondence;
- Perform related duties as require;

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising Research Analysts engaged in developing, implementing and conducting research projects.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been conducting research at the level of Associate Research Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with submitting federal reports.
- Experience with reviewing data and reporting results and advising programs of potential issues and options to address the issues.
- Experience with reporting tools SQL, R, Stata, Power BI, Excel and Access.
- Experience training staff or WIOA partners in WIOA reporting and data entry requirements.
- Experience interpreting federal guidance and applying guidance to update data entry requirements and modify existing reports.
- Experience interpreting and explaining WIOA performance measures.
