Introduction

The Connecticut Department of Administrative Services (DAS) is now accepting applications from experienced state employees for the position of Supervisor of Internal Audit (Supervising Accounts Examiner) in the Internal Audit Division, Internal Audit Unit.

  • Centrally located in Hartford, CT (450 Columbus Boulevard), with easy access to all major highways.
THE ROLE
The Supervising Accounts Examiner will primarily be responsible for overseeing the work of the Internal Audit Department (IAD), located within the DAS Division of Internal Audit. The purpose of the IAD is to assess risk management, financial controls, and governance processes within the DAS. IAD serves as a partner to senior leadership, assisting in the creation and revision of policies and procedures, the identification of potential issues, and the development of corrective action steps.

The Supervising Accounts Examiner will have responsibility for developing risk assessments and audit plans, as well as overseeing audits within the IAD. The IAD is responsible for assessing the organization’s enterprise risk management (ERM), controls (including reporting and disclosure), and governance process, and for advising leadership on whether they are adequate. This process is governed by the Core Principles for the Professional Practice of Internal Auditing (IIA), Generally Accepted Government Auditing Standards (GAGAS), the Connecticut General Statutes (CGS), and other related regulations.

The Supervising Accounts Examiner may also have related responsibilities within the School Construction Unit (SCU), another unit within the Internal Audit Division. The purpose of the SCU is to evaluate the appropriateness of charges submitted to the DAS by local school districts for reimbursement of costs associated with bonded school construction building projects. This process is governed by Chapter 173 of the Connecticut General Statutes, and related regulations.

The mission of the Internal Audit Division is to provide independent, objective, and reasonable assurance services that lend a positive influence and improve the Department of Administrative Services' mission, operations, outcomes, and compliance.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising an accounts examination unit or function.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees, and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or make recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Reviews audit reports for conformance with policies and regulations; 
  • May conduct hearings or conferences with those audited;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting function or acting in a lead or consultative capacity.

NOTE: For state employees this experience is interpreted at the level of an Associate Accountant or an Associate Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
  • A Master's degree in accounting may be substituted for one (1) additional year of the General Experience
  • Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience supervising or leading an audit team;
  • Experience with the use of the Core-CT accounting system;
  • Experience preparing written audit reports and memoranda;
  • Experience utilizing data analytics to enhance or aid in more efficiently reviewing large amounts of data;
  • Experience in internal audit or auditing within the State of Connecticut environment.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
