THE ROLE: 
  • Coordinate and manage the Prescription Monitoring and Reporting Program data development, analysis and all other activities associated with current and future program data elements reporting
  • Preparing data and related information for public distribution
  • Conducting presentations on prescription drug data collection and analysis, and how to understand Prescription Monitoring Program data
  • Assists in developing budgets for statewide programmatic, grant, and contract activities
  • Assists in the development and implementation of all prescription monitoring and reporting statewide programmatic, grant, and contracts objectives and evaluation of activities results
  • Assists in preparing quarterly and annual progress reports for all statewide programmatic, grant, and contractual activities and personnel
  • Attends state, national or regional meetings concerning prescription drugs reporting and monitoring activities
  • May serve as staff to state or federal committee or workgroup for prescription drug data collection, analysis and its applied use
  • Working with other federal, state, or local organizations/groups on reducing prescription drug abuse through means of prescription drug data analysis and collection
  • Provides customer service to licensed prescribers, dispensers and other professionals involved in prescription drug activities
  • Other related duties as required.



OUR MISSION:
The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and ensure safe products and services for Connecticut Consumers. The department is comprised of several divisions, each of which oversees different industries that it regulates:

The Drug Control Division works to protect the health and safety of Connecticut residents by regulating the distribution of all legal drugs, medical devices and cosmetics in Connecticut. It also oversees Connecticut licensing for pharmacies, pharmacists, controlled substance providers and laboratories, pharmacy technicians, and drug manufacturers and whole salers. The division also manages and regulates the Prescription Drug Monitoring Program (PDMP).

The Food and Standards Division regulates all persons and businesses that manufacture or sell food products in the state, and ensures that weighing and measuring devices in Connecticut are accurate. Staff also test motor fuel octane, investigate complaints about gasoline stations and heating fuel, and inspect restaurants, bakeries and grocery stores for cleanliness and safety.

The Investigations Division protects the public from unfair or deceptive business practices, fraud, and scams that affect the Connecticut marketplace, including those sometimes associated with home improvement and new home construction. The Division enforces CUTPA and helps to mediate disputes between buyers and sellers. This division is responsible for all legal action the agency is authorized to take.

The Gaming Division works to ensure the highest degree of integrity in the conduct of all forms of legalized gaming within the State of Connecticut and the federally recognized Tribal Nations within the State, by licensing or permitting all individuals and entities that are involved with legalized gaming and by monitoring and educating to ensure compliance with the gaming laws and the Tribal-State agreements.

The License Services Division processes more than 208,000 licenses each year. Staff also responds to questions about renewals, payments, and other processing issues related to licenses, permits and registrations.

The Liquor Control Division safeguards the health and safety of Connecticut citizens by regulating all persons and firms involved in distributing, selling, and dispensing alcoholic liquor in order to prevent sales to minors and intoxicated persons, maintain product integrity, and ensure that licensed premises are safe and sanitary.

The Occupational & Professional Licensing Division protects the public health, safety, and welfare of Connecticut citizens by assuring that only qualified, competent persons are licensed in the occupational trades and in several professional licensing categories. This division also
administers eighteen professional Boards, Councils and Commissions to review, establish and maintain educational training and examination standards and in several cases, to help implement and administer statutory and regulatory provisions.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state health program or project this class is accountable for compiling and interpreting fiscal and programmatic data and statistics, developing and implementing program plans and monitoring and evaluating a state health program or project for the purposes of quality assurance and compliance with State and Federal laws.

    EXAMPLES OF DUTIES

    As with all jobs in the generic health program series the exact duties vary considerably depending on the nature of the program and the current stage in its life cycle. Typical examples of work performed at this level include:

    • Assists in the preparation of sections of state health plans or special federal or state program plans; 
    • Gathers fiscal, programmatic, census and other kinds of needed data from complex calculations and interpretations; 
    • Reviews program grants requests and monitors fiscal and programmatic performance of grants using agency regulations and guidelines; 
    • Monitors programs using site visits when necessary; 
    • Assists in the preparation of program objectives and evaluation of program results; 
    • Prepares information for public distribution; 
    • May serve as staff to a task force or committee; 
    • May answer general informational questions for the public; 
    • May serve as a liaison between the program or project and specific people or organizations for the purpose of keeping information flowing; 
    • May assist in epidemiological investigations; 
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Knowledge of
      • purposes, plans, objectives and programs of public health agencies including the changing patterns of preventive medicine and environmental health; 
      • the changing aspects of socio-medical philosophies; 
      • state and community organizations and programs involved in the field of health; 
    • Considerable
      • interpersonal skills;
      • oral and written communication skills; 
    • Ability to conduct independent research, develop and gather data.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of experience in a professional capacity in a health organization.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been in health care program administration, a health systems agency or other health care organization in at least one of the following areas:

    • grant writing or monitoring;
    • formal program planning, development, management or evaluation;
    • program consultation.

    NOTE:

    • For state employees this experience is interpreted at the level of a Health Program Assistant 1.
    • A health care organization is defined as a large multi-dimensional agency with responsibility for developing health programs.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in public health, health education, hospital administration, or public administration or other closely related field may be substituted for one (1) additional year of the General Experience.
    • For state employees one (1) year as a Health Program Assistant 1 may substitute for the General and Special Experience.

    PREFERRED QUALIFICATIONS

    • Experience analyzing, evaluating, linking, and interpreting Prescription Monitoring Program data to develop comprehensive program reports and materials for internal and external partners.
    • Experience interpreting Prescription Monitoring Program statutes and regulations pertaining to the prescribing, dispensing, and monitoring of prescription medications.
    • Experience working on and assisting with federal grants applications, budgets, activities and reporting.
    • Experience working with prescribers and pharmacists and their delegates, and others authorized to use the Connecticut Prescription Monitoring and Reporting system.
    • Experience using the Connecticut Prescription Monitoring and Reporting system.

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to travel.
