The State of Connecticut, Department of Consumer Protection (DCP), is accepting applications for a Consumer Protection Drug Control Division Director in Hartford, CT.

    POSITION HIGHLIGHTS
    • Location: 450 Columbus Blvd in Hartford, CT
    • Full time, 40 Hours/week
    • First shift
    • Monday through Friday, but may include nights and weekends
    • Hybrid schedules (office/telework) may be available
    THE ROLE
    The Drug Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of drugs within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program. This includes all pharmacy inspections, auditing of different organizations within each program, investigations of health care professionals for improper prescription, diversion and misuse of controlled substance medications and issuance of all license types associated with the drug industry.
    Duties include:
    • Training supervising and assigning work
    • Reviewing investigative reports and inspection reports
    • Assisting with the writing and reviewing of statutes and regulations
    • Ensure compliance with statutes and regulations
    • Coordinating division workflow
    • Attend meeting on behalf of the Division
    • Establish and maintain division policies and procedures
    • Other duties deemed required by Agency Leadership

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In the Department of Consumer Protection, this class is accountable for directing the Division of Drug Control and coordinating its activities with other public and private agencies concerned with drug enforcement and control.

      EXAMPLES OF DUTIES

      • Directs staff and operations of the division; 
      • Coordinates, plans and manages division activities;
      • Formulates program goals and objectives; 
      • Develops or assists in development of related policy;
      • Interprets and administers pertinent laws; 
      • Evaluates staff; 
      • Prepares or assists in preparation of division budget;
      • Maintains contacts with individuals within and outside of division who might impact on program activities; 
      • Oversees issuance of all drug licenses and renewals and other registrations issued by division; 
      • Evaluates statistical and technical reports and other related data regarding drugs, medical devices or cosmetics; 
      • Develops informational sources concerning illegal drug testing and approval, commercial drug distribution channels and methods and establishes procedures for and oversees receipt and distribution of all court and police department drug evidence and legal drugs from registrants; 
      • Directs mutually cooperative efforts with law enforcement agencies in activities necessary to seize contraband drugs, arrest drug law violators and control illegal drug traffic; 
      • Determines whether criminal or administrative action to be followed for violation of drug laws by licensed professionals; 
      • Addresses conferences and meetings on drugs; 
      • Engages in educational and informational programs with all communications media; 
      • Leads the recruitment and hiring of staff, including outreach, interview and selection;
      • Performs related duties as required.

      KNOWLEDGE, SKILL AND ABILITY

      • Considerable knowledge of
        • relevant state and federal drug laws, statutes and regulations;
        • applicable court decisions, interpretations and administrative rulings; 
        • composition and appearance of drugs; 
        • avenues of commerce and legal drug distribution channels and methods used by dealers and drug dependent persons in distribution of drugs;
        • technical and devious devices used to divert legal drug supplies into illegal channels; 
      • Knowledge of and ability to apply management principles and practices;
      • Considerable
        • interpersonal skills; 
        • oral and written communication skills; 
        • skill in conducting investigations and securing evidence of violations.

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Three (3) years of experience in a lead capacity in the monitoring, investigation and control of drug, cosmetic and device distribution systems.

      NOTE: For state employees this experience is interpreted at the level of a Consumer Protection Drug Control Principal Agent.

      OR Four (4) years of experience as a Consumer Protection Drug Control Agent.

      PREFERRED QUALIFICATIONS

      • Experience leading a team of employees in a unionized environment.
      • Experience reviewing reports, investigative reports and inspection reports for completeness.
      • Experience drafting procedures and ensuring they are followed.
      • Experience applying federal and state laws including statutes and regulations related to the pharmaceutical industry.

      SPECIAL REQUIREMENTS

      • Incumbents in this class must possess and retain a license as a registered Pharmacist in Connecticut.
      • Incumbents in this class are required to work evenings, nights and weekends.
      • Incumbents in this class may be required to travel.
      NOTE: Non-Examined refers to Section 5-219 of the Connecticut General Statutes which permits appointment of candidates to competitive positions without formal examination when a professional license, professional degree, accreditation or certificate is a mandatory requirement for appointment to a class.

      CHARACTER REQUIREMENTS

      In addition to the checking of references and of facts in the application a thorough background investigation of each candidate may be conducted before names are certified for permanent appointment. Candidates who do not have a good character or persons who have a criminal record or have been dishonorably discharged from any police department, fire department or the armed forces of the United States are ineligible.

      PHYSICAL REQUIREMENTS

      • A physical examination may be required. 
      • Applicants must have normal color vision.
