Position Details:

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency having a real property appraisal and acquisition function this class is accountable for supervising Property Agents performing the technical and complex phases of property appraisal, property acquisition and relocation assistance and property leasing or sale.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans section work; 
  • Establishes and maintains section procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Supervises property appraisal and acquisition, relocation, outdoor advertising, property management or title examination and recording; 
  • Supervises research, physical inspections surveys and compilation of project-related data; 
  • Accepts or rejects values estimated by staff and independent fee appraisers; 
  • Supervises preparation of documentation for presentation at hearings, court proceedings or property conveyance, condemnation, easements, acquisition, release or other related purposes; 
  • Prepares material and reviews negotiated documents to ensure conformance with rules and regulations; 
  • Supervises maintenance and control of section files and records; 
  • Presents testimony at hearings or court proceedings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations; 
    • relevant agency policies and procedures; 
    • methods and practices of land acquisition by purpose or condemnation; 
    • real estate appraisal; 
    • principles and practices of property management; 
    • title examining and recording; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical experience in the appraisal, acquisition or sale of real property or in large scale real estate property management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity.

NOTE: For state employees this experience is interpreted at the level of a Property Agent 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience reading and interpreting transportation construction plans, property acquisition maps, and appraisal reports.
  • Experience serving as a liaison with other Department units, other State Agencies, outside officials, municipalities, consultants, and the public.
  • Experience multitasking and prioritizing a diverse workload.
  • Experience leading and/or supervising staff.
  • Experience with applying state and federal laws, statutes, regulations as they relate to property acquisition and relocation.
  • Experience with Residential and Non-residential relocations.
  • Experience with the Federal Uniform Act.
  • Experience analyzing problems and ability to recommend and implement effective solutions in a timely manner.
  • Experience communicating orally and in writing with stakeholders of all levels including challenging customers.
  • Experience using Microsoft Office Suite with emphasis on Word, Excel, Teams, Outlook, OneDrive, and Sharepoint.

SPECIAL REQUIREMENTS

  • Incumbents in this class involved with the appraisal of real property must successfully complete agency-specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a Residential and/or General appraiser certification.
  • Incumbents in this class may be required to obtain a Certificate of Appointment as a Notary Public.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
