The State of Connecticut Department of Consumer Protection (DCP) is currently hiring a Special Investigator (General) within the Drug Control Division.

POSITION HIGHLIGHTS
  • Hybrid.
  • Full Time, 40 hours per week.
  • Monday - Friday, but may include nights and weekends.
  • First shift, flexible schedule may be available.
  • Location: 450 Columbus Boulevard in Hartford, with easy access to all major highways.
THE ROLE
As a Special Investigator (General), you will play a crucial role in monitoring and evaluating retailers selling cannabis products, detect illegal activities, and conduct investigations that may be associated with the Connecticut Unfair Trade Practices Act.

The successful candidate can expect to:
  • Inspect, monitor, review, and evaluate retailers selling cannabis products for compliance with the law.
  • Submit written reports regarding deficiencies and make recommendations for corrective action.
  • Perform investigations primarily in the area of cannabis, detecting and investigating illegal activities of registrants and non-registrants.
  • Conduct surveillances, raids, embargoes, and seizures.
  • Interpret and administer pertinent laws.
  • Interview witnesses, suspects, or arrested persons.
  • Assist other law enforcement and administrative agencies in similar investigations.
  • Obtain and serve search and seizure and arrest warrants, seize contraband and controlled substances, and make arrests without warrant.
  • Testify at criminal trials and administrative hearings.
  • Provide training to law enforcement personnel and speak before interested citizens and groups.
  • Perform related duties as required.
The Special Investigator (General) must have strong investigative and analytical skills, proficiency in interpreting and applying relevant laws and regulations, and exceptional attention to detail, and communication skills.

The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates.

The Drug Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of drugs within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program, Medical Marijuana Program, and Adult Use Cannabis Program. This includes all pharmacy inspections, auditing of different organizations within each program, investigations of health care professionals for improper prescription, diversion and misuse of controlled substance medications and issuance of all license types associated with the drug industry.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency or quasi-public entity this class is accountable for independently performing a full range of tasks in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.

EXAMPLES OF DUTIES

  • Conducts investigations related to assigned complaints, alleged violations of state laws and regulations or sudden and/or unexplained deaths;
  • Interviews witnesses, complainants, medical and hospital personnel and others to obtain information;
  • Secures evidence in form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings;
  • Researches, collects and evaluates data; compiles information;
  • Writes reports and recommends appropriate corrective action; answers public inquiries;
  • May prepare affidavits and applications for arrest warrants;
  • May prepare search and seizure warrants;
  • May issue citations;
  • May testify at hearings and in court;
  • May conduct surveillance;
  • May secure samples for testing;
  • May conduct legal research;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in consumer protection, health care, law enforcement or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience applying state law in the cannabis industry for medical and adult use.
  • Experience performing inspections and investigations.
  • Experience preparing written materials, including reports, letters, minutes, and materials for oral presentations.
  • Experience conducting investigations related to alleged violations of state and/or federal laws and regulations.
  • Experience developing relationships with internal and external stakeholders.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to be a Notary Public.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
