The Connecticut Insurance Department (CID) is currently accepting applications for an Accounting Careers Trainee position within the Financial Regulation Division. This position has a target class of Insurance Examiner (Examination And Market Conduct).

  • Full Time, 40 hours per week
  • Location: 153 Market Street in Downtown Hartford, easily accessible for all commuters.
  • Monday - Friday
  • 8:00 AM to 4:30 PM
  • Hybrid (combination of in-office/telework)

    THE ROLE
    As an Accounting Careers Trainee, you will have the opportunity to gain invaluable experience at the Connecticut Insurance Department, Financial Regulation Division, Field Unit.

    During your development program, you will:
    • Learn about the risks associated with insurance entities and how to mitigate them.
    • Verify the effectiveness of insurance company controls in reducing risks.
    • Develop a deep understanding of Connecticut and other regulatory guidelines that insurance companies must strictly adhere to.
    • Participate in training sessions conducted by experienced insurance department employees, engaging in webinars and receiving comprehensive on-the-job training.
    • Collaborate with a team of professionals who demonstrate strong collaboration skills as part of an examination team, where you will gain valuable insights into the intricacies of the examination process.
    • Report directly to the lead examiner of the assigned examination team.
    • Work closely with other examiners to successfully implement examinations and interact with insurance company personnel.
    The ideal candidate will have strong analytical skills to perform accurate assessment and evaluation of financial data. This individual will also enjoy collaborative work, and have exceptional written and oral communication skills to effectively communicate findings and recommendations.

    PROMOTION OPPORTUNITY

    The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program, incumbents must meet the experience and training requirements of the designated class. The program cannot be less than one (1) year and cannot exceed three (3) calendar years in accordance with C.G.S. 5-234.

    Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The designated class for this development program is Insurance Examiner (Examination and Market Conduct).


    SALARY NOTE

    Minimum Requirements

    Completion of 1 Year of Training 

    Bachelor's degree with at least 15 semester hours
    in accounting and/or qualifying experience

     Step 3:  $58,311/year

     Step 5:  $62,233/year

    Bachelor's degree with at least 30 semester hours
    in accounting

     Step 5:  $62,233/year

     Step 7:  $66,170/year

    Master's degree in a related field with at least
    15 semester hours in accounting

     Step 5:  $62,233/year

     Step 7:  $66,170/year

    Master's degree in a related field with at least
    30 semester hours in accounting

     Step 6:  $64,208/year

     Step 7:  $66,170/year

    The salary for an employee who completes any of the above minimum requirements after initial appointment to the Accounting Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.

    For current state employees compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class Manual.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional accounting or auditing position.

    EXAMPLES OF DUTIES

    • Receives training in introductory accounting or auditing work for development of skills and knowledge in order to qualify for advancement into a professional agency accounting or auditing position;
    • Performs a variety of increasingly difficult duties as skills are acquired during the course of the training period;
    • Examines financial records of governmental or private businesses and accounting methods and procedures to ensure compliance with statutes, regulations, guidelines or accepted accounting principles;
    • May receive training in such areas as maintaining financial records and accounts, establishing financial statements and schedules, and preparing budget estimates;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Knowledge of
      • accounting and auditing principles and practices; 
      • business mathematics and statistics;
      • business uses of information technology;

    MINIMUM QUALIFICATIONS

    Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

    PREFERRED QUALIFICATIONS

    • Experience or coursework involving audits and risk principles.
    • Experience or coursework in reading, analyzing, and evaluating information to reach a conclusion.
    • Experience or coursework in writing a report.
    • Experience or coursework where teamwork and collaboration were necessary.
