We are currently recruiting for a Human Rights And Opportunities Trainee (HRO Trainee) in our Housing Discrimination Unit (HDU) unit located at 450 Columbus Boulevard in Hartford, CT. The HDU is responsible for processing and investigating all complaints of housing related discrimination filed with CHRO. Although HDU does not provide legal advice to the public, HDU staff is available to answer questions regarding the state and federal laws that protect against housing discrimination and the application of these laws.

What We Can Offer You:
This HRO Trainee position will be accountable for successfully completing a planned training program in civil rights law enforcement and investigative techniques while performing enforcement and investigative work with gradually increasing responsibility. This role will allow you to learn on the job and at the end of a two-year training program, you will have a target class of HRO Representative. The HDU monitors and enforces conciliation agreements if necessary, as well as conducting various audits to ensure compliance with the state and federal fair housing laws. HDU staff also participates in training and education and outreach activities.  

Position Highlights 
  • Full-time, 40 Hours per week
  • Monday - Friday, 8:00 a.m. - 4:30 p.m.

Incumbents in this class will be eligible for promotion to the target class of Human Rights and Opportunities Representative with out further competitive examination after successful completion of the two (2) year training program.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Commission on Human Rights and Opportunities this class is accountable for successfully completing a planned training program in civil rights law enforcement and investigative techniques while performing enforcement and investigative work with gradually increasing responsibility.

EXAMPLES OF DUTIES

  • Receives training in investigation of discriminatory practices complaints;
  • Receives training in development, review, implementation and monitoring of specific remedies, programs and projects designed to promote equal opportunity, affirmative action and intergroup relations;
  • Receives training in development of cooperative law enforcement and compliance liaison activities with community organizations, business and federal, state and local governmental agencies;
  • Receives training in other related areas as required;
  • Performs enforcement and investigative work of gradually increasing responsibilities;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience involving the protection of human rights and examination of social problems of protected classes.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
