The State of Connecticut, Office of the State Building Inspector within the Department of Administrative Services (DAS) is looking for an ambitious and motivated Construction Services Associate Project Manager to join the team working on a number of high profile, exciting state construction projects.

THE ROLE

Within the Real Estate and Construction Services Division, Construction Services Project Management is responsible for the planning, design and construction or renovation of the State’s buildings and facilities.  This unit operates in operates in four teams, and is collectively responsible for a portfolio of over $1,500,000,000 managed on behalf of 24 State Agencies.

 

POSITION HIGHLIGHTS
  • Permanent full-time position working 40 hours per week
  • Monday through Friday schedule
  • First shift, preferred hours 7:30 am to 4:00 pm

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for overseeing and coordinating all phases of assigned capital design and construction projects.

EXAMPLES OF DUTIES

Construction Services Associate Project Managers are responsible, as the owner’s representatives of the State, and oversee multiple assigned projects of varying cost, phase, type, agency, and complexity.  Associate Project Managers are assigned projects with a maximum individual value of forty (40) million dollars and may assist a Construction Services Project Manager with day to day execution and coordination of larger projects. 
Examples of duties include the following: 
  • Oversees the project budget, quality and schedule; 
  • Ensures department meets objectives of supported agency design and construction project including size, quality, and schedule;
  • Coordinates with contacts of supported agencies to determine and meet their needs and manages all phases of projects from inception through design and construction up to and including furnishing and occupancy; 
  • Plans for utilization and oversees work of both external and internal resources such as architects, engineers, consultants, and inspection personnel for assigned projects;  
  • May supervise professional architects, engineers, construction administrators, construction managers, and general contractors as assigned.  
  • Reviews construction plans, drawings, specifications and change orders for completeness, accuracy and consistency with contract documents, codes and agency or statutory requirements;  
  • Maintains accurate records and progress reports on assigned projects; 
  • Oversees assigned projects from inception through design and construction up to and including furnishing and occupancy;  
  • Conducts project planning conference with client agency to determine scope of project and services required; 
  • Establishes resource requirements;  
  • Assists in determining available funding;  
  • Monitors project budgets, ensuring project costs remain within budget; 
  • Coordinates with DAS supporting offices and sections for bidding and contracting on contract needs.  Provides input on required contract documents including preparation of project description for advertising;  
  • Assists in monitoring of contract review;  
  • Recommends bonding needs;  
  • Assists in review of proposals;  
  • Monitors contract execution;  
  • Assists in negotiating fees, terms and conditions;  
  • Ensures timely use of all resource groups;  
  • Conducts meetings; 
  • Coordinates with client agency regarding changes in program content, schedule and costs;  
  • Prepares reports for client agency and administration;  
  • Ensures compliance to codes, permits, etc. through Authorities Having Jurisdiction (AHJ);  
  • Ensures timely completion of construction and timely resolution to construction problems;  
  • Coordinates with Equipment section to ensure timely delivery of furniture;  
  • Monitors shop drawing processing;  
  • Recommends approval of proceed orders and change orders;  
  • Coordinates with supported agency for timely occupancy;  
  • Arranges and conducts post-occupancy evaluations;  
  • Identifies risks and issues potentially affecting program and project throughout entire process and ensures timely resolution of problems; 
  • Evaluates architectural and engineering firms proposing to contract with state;  
  • Assists in reviews of proposals; monitors and directs contract execution; negotiates or assists in negotiating fees, terms, and conditions; ensures timely use of all resource groups;

  • May supervise and/or monitor staff;

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

    • principles, practices and methods of architectural or engineering design, building design and design aspects of building modification and construction;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the design and construction of commercial, industrial or institutional structures involving any combination of the following: 

  • architectural or engineering design or review; 
  • construction supervision; 
  • project estimation or project management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included performing the most complex duties in the area of engineering or coordinating all phases of design for state buildings including the architectural, engineering, cost review, equipment and physical operations.

NOTE: For state employees this experience is interpreted at the level of a Construction Services Assistant Project Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in architecture, engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in architecture, engineering or construction management may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with the key milestone steps of a project from initiation through closeout phases of a project.
  • Experience with General Conditions and General Requirements typical of State Public Work projects.
  • Experience in architectural or engineering design, design review, construction supervision or project management. 
  • Experience in contract negotiations, change order negotiations, construction coordination, design review coordination, code review or cost review. 
  • Experience in negotiating the scope and fees for professional services or trade contracts.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC-American Institute of Constructors) or Certificate as an Engineer in Training (EIT-National Council of Examiners for Engineering and Surveying).
  • Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree from year-round weather conditions.
