The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is currently seeking a qualified and experienced individual for the position of Clinical Director (Behavioral Health Clinical Supervisor).

Position Highlights: 
  • FACILITY: Western Connecticut Mental Health Network (WCMHN)
  • LOCATION: 95 Thomaston Avenue, Waterbury, CT
  • SCHEDULE: Full-time (40 hours weekly), 1st Shift, Monday - Friday 8:00am - 4:30pm.  This position requires some on-call responsibilities.

The Role:

Job duties include, but are not limited to:

  • Directs the supervision, management and operations of direct service programs at WCMHN- Waterbury and in the Greater Waterbury area.
  • Collaborates with community service providers and coordinates planning and implementation of recovery oriented, person centered and trauma sensitive services to clients in service system who carry severe and persistent mental health and substance use diagnoses.  
  • Ensures compliance with policies and procedures developed within the Network, and compliance with standards established by outside monitoring agencies.
  • Ensures DMHAS and WCMHN-Waterbury program policies and missions are operationalized.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

    EXAMPLES OF DUTIES

    • Manages the staff and operations of a clinical program, discipline or specialized area;
    • Coordinates, plans and manages program activities;
    • Formulates program goals and objectives;
    • Develops or assists in the development and implementation of related policy;
    • Interprets and administers pertinent laws;
    • Monitors and evaluates staff;
    • Prepares or assists in preparation of program budget;
    • Maintains contacts with individuals both within and outside of program who might impact on program activities;
    • Ensures program compliance with standards established by outside monitoring agencies;
    • Participates in grant and contract preparation and administration;
    • Manages the recruitment, selection and retention of program staff;
    • Ensures compliance with quality assurance findings and recommendations;
    • Promotes cultural diversity in workplace and ensures client rights;
    • Identifies and plans training and development needs;
    • Analyzes problems at program level and takes appropriate action;
    • Initiates workforce planning and monitors staff utilization to meet identified goals;
    • Prepares or oversees preparation of reports;
    • Investigates and responds to critical incidents;
    • May represent program in grievances and hearings;
    • May perform clinical duties;
    • Performs related duties as required.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been supervising professional staff.

    For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

    PREFERRED QUALIFICATIONS

    • Licensure as a Clinical Social Worker, Professional Counselor, or Psychologist.
    • Experience providing clinical supervision and consultation to agency staff and community providers. 
    • Experience communicating successfully using interpersonal and customer service skills.
    • Experience managing clients with high-risk issues and co-occurring disorders. 
    • Experience managing high volume of referrals for services effectively and efficiently.

    SPECIAL REQUIREMENTS

    Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

    Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
