The State of Connecticut Department of Transportation (DOT) is recruiting for a Transportation Supervising Planner in the Bureau of Policy and Planning, Enterprise GIS Unit in Newington, Connecticut.  The Enterprise GIS Unit is the Department’s lead unit tasked with developing data management and analytical tools and providing visualization services for the rest of the Department.

THE ROLE
 
This position is responsible for supervising the Enterprise GIS and Data Analytics in aiding to accomplish the Department’s goals regarding data-driven decision making, automated data-driven processes, and asset data management. The incumbent will lead the Enterprise GIS and Data Analytics Unit in accomplishing a variety of tasks to help meet overall Department goals related to geographic information systems (GIS) utilization, data visualization, and data analysis. They will play a critical role in development of geospatial data editing workflows and applications as well as developing interactive analysis products using GIS software to support data-driven decisions related to topics such as: safety analysis, project prioritization, return on investment, asset performance, and system utilization, among others. They will be a critical resource for the Department with expected expertise in relevant technology solutions, data management best practices and applicable policies. This position supervises GIS related data development projects, coordinates across the Department to ensure GIS solutions are addressing a variety of business requirements in an efficient manner, and plays a foundational role in managing the Department’s Open Data platform. This position requires the ability to adapt quickly to changing needs and reprioritize based upon evolving trends and strong written and verbal communication skills for coordinating across diverse teams of engineers, planners, and financial administrators (among others), both internal and external to the Department.

This unit is integral to the development and continued support of the Department’s Transportation Enterprise Data (TED) Management System, which is a data architecture and set of business processes for managing data, specifically geospatial data. TED provides a shared and integrated data experience from a common data platform while ensuring high quality, managed, authoritative data is available to internal personnel as well as external stakeholders.

  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy.   • Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising an operating unit engaged in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

Duties of this position involve the supervision of the staff of the E-GIS Unit including scheduling, assigning, overseeing, and reviewing the work of staff; providing staff training and assistance; conducting performance evaluations; determining priorities and planning unit work. The Transportation Supervising Planner establishes and maintains unit procedures; develops or makes recommendations on the policies and standards; acts as liaison with other operating units and Bureaus, agencies, and outside officials regarding unit policies and procedures; oversees the development of integrated and comprehensive unimodal or multi-modal transportation plans, programs, and activities for movement of goods or people; oversees the preparation of reports, studies, surveys, and other related activities; develops findings and conclusions; makes recommendations based on completed analyses; provides final review for accuracy and conformance with standards and requirements; provides direction in interpretation and coordination of transportation plans, programs, and activities to local, regional, state and federal agencies; makes preparations and presentations for legislative and public hearings and public meetings as required; performs related duties as required.  Travel primarily within the State may be necessary.

Specific duties of this position include:
  • Leading the Enterprise GIS (EGIS) & Data Analytics Unit and working with bureau representatives, the TED team, and DOT IT to identify opportunities to develop geospatial data access products and management solutions to support strategic data-driven decision making, program outcome assessments, cost benefit analysis, operational efficiencies, data visualization capabilities, and ad-hoc queries across the agency;
  • Coordinating with data management personnel, the Enterprise GIS staff, DOT Subject Matter Experts, and DOT IT in activities related to managing and maintaining the Enterprise ArcSDE architecture, including scheduling and implementation of ETL processes, geodatabase replication, and collaboration among other functions;
  • Working directly with management personnel to develop visualization and analysis tools that aid them in day-to-day decision making as well as policy development
  • Leading implementation and configuration of commercial off the shelf tools such from Esri, VertiGIS, Safe, Microsoft, and others to help meet the geospatial data editing, visualization, and analysis needs of Department stakeholders;
  • Leading development of geospatial data collection and updating workflows utilizing Survey123, Collector, and FieldMaps;
  • Leading the GIS component of the Department’s Change Management and Data Governance teams in reviewing the readiness of data sets for migration to TED and coordinating necessary adjustments to minimize downstream impact
  • Supporting integration of GIS technology into Microsoft365 products;
  • Developing, documenting, conducting, and cataloging training for internal staff on general GIS concepts, and GIS application specific needs;
  • Developing user reference documentation for all delivered GIS products
  • Contributing and adhering to developed data standards and advising upon necessary revisions related to GIS

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of multi-modal transportation theories, practices and methodologies; considerable knowledge of social, economic and environmental considerations involved in transportation planning; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to plan, organize and execute projects and studies; considerable ability to develop and use computer software including planning models and other programs related to planning process; considerable ability to comprehend and interpret laws and regulations; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity.
Note: For State Employees this is interpreted at the level of Transportation Planner 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • A bachelor’s or master’s degree in: Mathematics, Statistics, Physics, Management Information Systems, Computer Science, Data Science, Data Mining, Geographic Information Systems, Geography or similar
  • Experience in project management and leading teams with varying technological skill levels on projects of varying complexity, size, priority, and time schedules
  • Experience problem-solving with an emphasis on geospatial data architecture & modeling, data linkage, and web-based GIS application configuration
  • Experience using geospatial data management tools such as Esri’s ArcGIS Desktop, Suite ArcGIS Pro, QGIS, Esri’s ArcGIS Enterprise, Safe Software’s Feature Manipulation Engine (FME) and others
  • Experience working with a variety of data analysis, automation, and visualization software products including those available through Esri (e.g. Insights, StoryMaps, etc.), Microsoft (PowerBI & PowerAutomate), Tableau, and Safe Software (e.g. FME Server)
  • Experience with the unique concerns of a government agency as they apply to data availability, policy constraints, reading and interpreting legislation, and legal considerations

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
