ABOUT US
The Office of Equity is responsible for overseeing major external Civil Rights programs including, The Disadvantaged Business Enterprise (DBE) Program, which is intended to provide historically underutilized business or small business owned by socially and economically disadvantaged individuals with a fair opportunity to compete for and benefit from federally-funded transportation contracts.

THE ROLE
The Business Development Program Manager will serve as the primary contact to coordinate and implement the agency’s DBE Supportive Services Program, which provides outreach and business development assistance to certified DBE firms and firms seeking potential DBE certification. In this role, the Business Development Program Manager will oversee all aspects of the work contracted to consultants for the DBE Supportive Services Program and evaluate the effectiveness of program activities in growing and developing the self-sufficiency of the DBE firms served. This position will regularly and consistently engage with both prime contractors and DBEs to identify opportunity areas for enhancing supportive service programing and technical assistance. 

As Business Development Program Manager, this position is also responsible for the Department’s Small Business Participation Program, which is designed to provide small businesses with an opportunity to bid as prime contractors. This role will be responsible for identifying contract opportunities for DBEs within the Department and with agency personnel who have procurement responsibilities, especially for small businesses that provide goods and services in areas traditionally underutilized.                                                   
 
Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.

DUTIES INCLUDE:
  • Administer the Department’s DBE Supportive Services Program and Small Business Participation Program.
  • Oversee consultants engaged to perform DBE supportive services, including training, workshops and other capacity building programming and activities.
  • Evaluate program operations and effectiveness of current and/or projected program activities.
  • Analyze business needs of current DBE firms and prime contractor subcontracting needs to inform programming and consultant activities.
  • Track, monitor and analyze DBE performance in the Connecticut Unified Certification Program, as well as outreach return on investment, to inform and refine outreach and business development strategies.
  • Liaison between business community, internal stakeholders and supportive services consultant.
  • Collect data and other required reporting activities.
  • Spearhead, coordinate, and attend conferences, meetings, and events.

  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy.   Employees in their initial working test period must work on site in the office.
  • Incumbent will be placed in vacancy under durational appointment, with anticipated end date of November 30, 2027. This appointment may be extended. Benefits and leaves will be subject to the appropriate collective bargaining contract language and Connecticut General Statutes.

  • Experience working independently, being self-motivated and taking ownership of assignments.
