The State of Connecticut Department of Transportation (DOT) invites qualified individuals to apply for the position of Leadership Associate, which has a target class of Equal Employment Opportunity Specialist 1.     POSITION HIGHLIGHTS

    • Full Time, 40 hours per week
    • Monday - Friday
    • Location: Newington
    • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Employees in their initial working test period must work on site in the office.
    As a Leadership Associate, you will participate in a 1-to-2 year development program designed to provide the knowledge and technical skills required to perform the full functions of the Target Class of Equal Employment Opportunity Specialist 1. The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program, incumbents must meet the experience and training requirements of the designated class.

    THE ROLE

    The Leadership Associate will be part of a team focused on making positive organizational changes to have a workforce that is more diverse, equitable, and inclusive of all employees and culture groups. You will have an active role in promoting a culture of acceptance, and through collaboration with agency leadership, assist in diversifying the workplace and addressing recruitment and retention challenges.


    The successful candidate will be an organized, self-motivated individual, who can manage time effectively to meet deadlines. This individual will have some experience working with data in Excel including typing and editing reports, as this position will be responsible for employment discrimination investigation reports and reviewing and compiling applicant hiring justifications for goals analysis for the state affirmative action plan. 


    The Leadership Associate is expected to:

    • Be professional in interacting with all levels of CTDOT staff.
    • Have an understanding of the importance of equal employment opportunity for all individuals regardless of race, sex, color, national origin, age, sexual orientation, or other protected classes.
    • Be able to articulate the importance of diversity and inclusion and being fair and unbiased in handling discrimination issues.
    • Successfully complete the objectives set forth in the established training program, which will be administered through regular direct supervision with the EEO Director and collaboration with and shadowing of the other EEO Staff.
    This is an opportunity to gain experience in civil rights compliance in state government as well to make a difference through handling employee discrimination issues and facilitating trainings to help others understand the importance of diversity, inclusion and cultural competence.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.

    EXAMPLES OF DUTIES

    • Assist with compliance with Federal and State nondiscrimination laws and regulations, such as Title VII of the Civil Rights Act of 1964, and compliance with the Americans with Disabilities Act (ADA). 
    • Assist with developing the annual state affirmative action plan for submission to the CT Commission on Human Rights and Opportunities (CHRO).
    • Assist with development of the federal EEO Plan submitted to the Federal Transit Authority (FTA). 
    • Be assigned to conduct investigations as assigned, into alleged discrimination or harassment on the basis of protected class status. 
    • Assist with facilitating state-mandated diversity and sexual harassment prevention training, and occasionally handle conflict resolution as needed between Department of Transportation employees. 
    • Be expected to conduct thorough investigatory interviews, type statements, work with state employee unions and union representatives.
    • Prepare summary investigation reports for review by the EEO Director and the Commissioner, which may be the basis for corrective action if there is a substantiated policy violation.  
    • Travel as needed for investigations or facilitating training.
    • Perform related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    Considerable oral and written communication skills; interpersonal skills; considerable ability to understand and apply state and federal laws, statutes and regulations; considerable ability to analyze and solve problems; considerable ability to effect and manage change; considerable ability to plan for and implement excellent customer service; considerable ability to learn a new knowledge base in functional area; considerable ability to learn and apply policy and procedure; managerial aptitude.

    MINIMUM QUALIFICATIONS

    Candidates must be able to meet the experience and training requirements of the designated class at the completion of the development program.

    PREFERRED QUALIFICATIONS

    • Possession of a Bachelor's Degree.
    • Work experience proofing and editing documents.
    • Work experience related to legal, civil rights, EEO, human resources, labor relations, or social justice.
    • Previous coursework in civil rights, statistics, sociology, human resources, labor relations, or social justice.
    • Experience preparing investigation reports or other complex reports.
    • Experience presenting and facilitating training.
    • Experience working in Microsoft Office Programs including Outlook, Word, and PowerPoint.
    • Experience using HR Information Systems to run ad-hoc query reports.
    • Experience working with Microsoft Excel to create formulas, generate pivot tables, and analyze data.

    SPECIAL REQUIREMENTS

    1. Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
    2. The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.
    3. Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
    4. All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services.
    5. No additional working test period shall be required upon successful completion of the development program.
