POSITION HIGHLIGHTS

YOUR ROLE

This position is accountable for independently overseeing the highway operations and maintenance vegetation management program which consists of tree inspection, tree maintenance and tree removal, herbicide application for management of roadside vegetation, including control of invasive plant species, scenic road preservation, encroachment permit reviews, contract initiation, establishing policies relative to vegetation management and various other aspects of roadside maintenance within the District 3 area.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for independently performing a full range of tasks in the design, inspection, implementation, and maintenance of landscape development projects.

EXAMPLES OF DUTIES

  • Gathers and calculates field data for the preparation of roadside development plans, specifications, and cost estimates, including collecting landscape material samples for testing;
  • Designs plantings for new construction and directs their installation;
  • Locates and plots natural features, including identification of existing vegetation, and recommends salvage and/or preservation;
  • Reviews plans for turf establishment, seeding, fertilizing, or sodding;
  • Conducts site inspections of plant materials, supplies, and contract execution to insure conformance with plans and specifications;
  • Consults with and advises department personnel on roadside landscape development and maintenance matters;
  • Maintains plant material cost and availability records;
  • Provides advice regarding herbicide and insecticide use;
  • Completes drafting assignments pertaining to final design plans;
  • Meets with outside officials to discuss projects;
  • May investigate complaints relative to landscaping and makes recommendations;
  • May work on special design projects;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • the principles and practices of landscape architecture;
    • soils, horticulture, planting, seeding, and landscape materials;
    • pesticides, their use and application;
  • Skills

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in landscape architectural design, horticulture, plant science, or forestry.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in landscape architectural design, horticulture, plant science, or forestry may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience with State Statutes that directly refers to the Department of Transportation Tree Removal.
  • Experience with the Pesticide, insecticide applications and experience working with Municipalities.
  • Experience using various internal DOT forms.
  • Experience in review of plantings in conformance with plans and specifications.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a Commercial Operator Certificate for the use of pesticides issued by the Connecticut Department of Energy and Environmental Protection.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
