The State of Connecticut, Department of Transportation (DOT) is recruiting for a Transportation Supervising Planner, in the Environmental Resources Compliance Unit of the Office of Environmental Planning, at our headquarters, located in Newington, CT. The focus of this unit is to ensure compliance with federal and State laws, regulations and permit conditions as they relate to construction and maintenance projects carried out by the Department.

POSITION HIGHLIGHTS
  • Full Time, 40 hours per week
  • P-4 (Engineering and Scientific) bargaining unit
  • This position would report to a Transportation Assistant Planning Director or employee of a higher level
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office
  • Employees in their initial working test period must work on site in the office.
  • Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them
  • Field work in all weather conditions and on active construction sites will be required and travel primarily within the State will be necessary

THE ROLE: This position will supervise a unit of professionals responsible for ensuring compliance of Department construction projects with State and federal water and natural resource permits and approvals issued to the Department for work in or affecting regulated areas.  This position acts as the lead liaison with the State of Connecticut Department of Energy and Environmental Protection (CT DEEP) and the U.S. Army Corps of Engineers (US ACOE) and other regulatory agencies during construction as well as for maintenance activities.  

This office is also responsible for:
  • Supporting the Department’s Design-Build initiative
  • Oversight and permitting for emergency situations
  • Oversight of the noise program and ensuring the Department meets federal requirements under CFR 23 Part 772 in regard to Noise assessment and abatement
  • Ensuring compliance with Federal requirements set forth under the National Pollution Discharge Elimination Systems permit (NPDES) as well as regularly responding to the public regarding noise, drainage and flooding complaints, and complaints associated with Maintenance activities such as tree clearing and material handling  
This is a highly specialized unit requiring the knowledge and experience to make informed decisions and provide practical and strategic guidance to direct staff, and other Department Bureaus. The selected candidate will also be responsible for ensuring strong and effective communication and working relationships both internally with design and construction teams as well as with other State and federal agencies and external stakeholders.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising an operating unit engaged in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; oversees development of integrated and comprehensive unimodal or multi-modal transportation plans, programs and activities for movement of goods or people; oversees preparation of reports, studies, surveys and other related activities; develops findings and conclusions; makes recommendations based on completed analyses; provides final review for accuracy and conformance with standards and requirements; provides direction in interpretation and coordination of transportation plans, programs and activities to local, regional, state and federal agencies; makes preparations and presentations for legislative and public hearings as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity.
Note: For State Employees this is interpreted at the level of Transportation Planner 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • A bachelor’s or master’s degree in Transportation/Regional/Urban Planning or Studies, Civil Engineering, Environmental Planning, Environmental Science, Natural Resources Management, or closely related degree
  • Experience reading and interpreting design plans, specifications, construction contracts, and contractor submittals 
  • Experience applying applicable State and federal laws, statutes and regulations concerning natural and cultural resource protection, as well as noise assessment and abatement to construction projects
  • Experience with Design Build and alternate project delivery processes, including experience with construction methodologies 
  • Experience analyzing proposed federal and State transportation policies, legislation, and regulations as they relate to and impact transportation projects and programs 
  • Experience working collaboratively with designers, contractors, other State and federal agencies, outside stakeholders, and the public 
  • Experience providing presentations and training to various audiences, the public, as well as staff
  • Experience with contemporary transportation issues, policies and practices
  • Experience utilizing software such as Microsoft Office 365 including Excel, Adobe Acrobat, ESRI ArcGIS, Bentley Bluebeam, and MicroStation

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
