POSITION SPECIFICS:
Facility: Capitol Region Mental Health Center (CRMHC)
Address: 51 Coventry Street Hartford, CT 06112
Schedule: Full time, 40 hours per week | First shift, Monday-Friday 8:00am - 4:30pm

This position is responsible for:
  • Supervises three Supervising Clinicians and/or Nurse Supervisors.
  • Identify and implement program and compliance goals.
  • Craft and update policies and procedures.
  • Works as part of a multidisciplinary leadership team.
  • Ensures compliance with all state, federal and Joint Commission laws, statutes and standards, including CMS and HIPAA regulations.
  • Responsible for identifying and, as part of the agency leadership team, managing high level clinical risk concerns, critical incidents, internal case consultations and tracking and trending patterns of clinical outcomes like suicide and deaths.

CRMHC is a publicly operated agency serving people who often do not have access to private behavioral health services and have severe psychiatric disabilities which result in challenges in the areas of social and occupational functioning, managing one's illness successfully, and living independently in the community. The mission of CRMHC is to partner with persons in recovery to ensure access to quality behavioral healthcare services.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

  • Manages the staff and operations of a clinical program, discipline or specialized area;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development and implementation of related policy;
  • Interprets and administers pertinent laws;
  • Monitors and evaluates staff;
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals both within and outside of program who might impact on program activities;
  • Ensures program compliance with standards established by outside monitoring agencies;
  • Participates in grant and contract preparation and administration;
  • Manages the recruitment, selection and retention of program staff;
  • Ensures compliance with quality assurance findings and recommendations;
  • Promotes cultural diversity in workplace and ensures client rights;
  • Identifies and plans training and development needs;
  • Analyzes problems at program level and takes appropriate action;
  • Initiates workforce planning and monitors staff utilization to meet identified goals;
  • Prepares or oversees preparation of reports;
  • Investigates and responds to critical incidents;
  • May represent program in grievances and hearings;
  • May perform clinical duties;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Experience at a supervisory/leadership level.
  • Experience working with unionized employees.
  • Experience providing service in a community-based environment.
  • Experience working in substance abuse treatment.
  • Experience working with persons with chronic mental illness.
  • Experience working in a multidisciplinary clinical environment.

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
