The Role:
The Connecticut Medicaid Enterprise Technology System (CT METS) is a large-scale, statewide information technology and business process improvement program led by the Department of Social Services. The CT METS Program will examine the business processes and systems across Medicaid including how we organize the large volumes of information necessary to support the program.
DSS is seeking an experienced technology leader who will be responsible for the planning and strategic delivery of a multi-year effort to realize Medicaid program outcomes including:
- Whole person-centered service delivery
- Streamlined provider supports with data and analytics
- Strengthen program integrity, financial, and contract management
- Modernized technology platform with improved operations and aligned to federal standards
What You Will Do:
The CT METS Director is an executive role that will report directly into the Enterprise Program Management Office within DSS.
Leadership, Planning and Execution
- Manages the overall CT METS program ensuring efforts are aligned to the strategic goals and outcomes for Medicaid and federal certification requirements
- Drives cross-functional planning and effective execution through the development and monitoring of fully integrated program with specific timelines and budgets
- Leads the coordination of program activities and resources in a manner that maximizes efficiency and minimizes conflicts
- Owns the development and socialization of program level roadmaps and development of project plans ensuring stakeholder buy-in and adherence to regulatory and legal compliance standards
- Ensures adequate coverage of resources, tools and technology required to cover of all areas of expertise necessary to support and execute through the creation and maintenance of staffing plans to support the current and future work demands and program deliverables
- Apply financial modeling, cost benefit analysis and other methods on multi-solution planning that has project, and state / federal operational financial impact
- Maintain and prepare program budget, forecast, and vendor burn rates while working with the agency finance department on long range planning
Stakeholder Management & Communication
- Cultivate relationships with internal and external Medicaid program stakeholders to ensure coordination on cross-agency needs across existing and planned investments to ensure alignment to planned outcomes
- Ensure the success of business outcomes by understanding the value of the projects and ensuring the appropriate level of transparency via KPI reporting and other communications
- Maintain productive relationships between vendors and shared service providers throughout the programs and change management life cycles to agreed upon vendor/service performance KPI’s
- Develop and drive all program/project level communication by facilitating entrepreneurial meetings across all levels of leadership. Ensures all program/project meetings use the discipline required to engage stakeholders and team members working in a hybrid work environment.
Program Change Control, Risk, and Issue Management
- Demonstrates the ability to adapt and lead change and coach others in the acceptance and support of change and the ability to formulate questions and ideas
- Lead and facilitate team discussions on strategies, short-term and long-term project planning, opportunities for expediting timelines, identification of resource constraints, and proactively identify complex project issues and risks, and assure appropriate escalation
- Tracks and manages dependencies across multiple projects; leads escalation processes to make issues visible to stakeholders and leadership; drives resolution of dependency issues through the process

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.
PREFERRED QUALIFICATIONS
- BA/BS Degree and/or equivalent work experience
- 5+ years of experience in the Health Care industry or Medicaid
- 5+ years of experience managing large scale, multi-year technology modernization programs
- Experience in leading decision-making processes in a matrixed environment
- Experience in establishing key performance indicators and metrics to drive technology delivery and effectiveness
- Experience communicating complex technical and non-technical information at various levels within the organization
- Experience with MS Office suite of tools: Project, SharePoint, Visio, Power Point, Excel, TEAMS and Power BI
- Knowledge of Medicaid policy and financing
