The State of Connecticut, Department of Transportation (DOT) is recruiting for a Transportation Supervising Planner (Active Transportation) in a newly formed Active Transportation Unit, part of the Office Strategic Planning and Projects. This position is being created within the Bureau of Policy & Planning, at our headquarters, located in Newington CT. The focus of this unit is to create a team dedicated to active transportation and complete streets to aid the Department in bringing about a more robust multimodal and safe system for the State’s vulnerable users.

POSITION HIGHLIGHTS

THE ROLE
This position will supervise a newly formed Active Transportation Unit and will report to a Transportation Assistant Planning Director or employee of a higher level. The Transportation Supervising Planner will be responsible for systems planning for the Safe Routes to School Program, Bicycle & Pedestrian Coordination efforts, as well as Active Transportation and Complete Streets planning within the Department.
This unit will lead preparation of an updated Active Transportation Plan (ATP), a statewide document that identifies and includes strategies for all non-motorized users of Connecticut’s transportation system. This includes on-road movements, sidewalks, linear trails and paths, and micro mobility connections to the on-street and transit facilities. A key function of this new unit will be to engage bicycle and pedestrian groups, and other active transportation stakeholders along with the public and to advance the strategies contained in this Plan. This unit, which will be staffed with multiple full-time employees will support the implementation of those ATP recommendations and strategies to support a safer system for all users.
This unit will also focus on equity and environmental justice issues as they relate to Active Transportation in light of the high percentage of households in some communities that do not own a vehicle and also trend toward a higher reliance on Active Transportation modes of travel and rely upon the safety and accessibility of Complete Streets.
Other duties of this unit will include:
- Analysis of crash data
- Transportation facility asset data and gaps
- Residential/employer/institution demographics, to determine areas of need and recommend solutions to increase safety and mobility
- Developing prioritization and screening criteria and project proposals to expand safety, accessibility and mobility of Active Transportation/Complete Streets
- Leading and expanding the Road Safety Audit program
- Supporting Councils of Government (COG)s and municipalities planning for Active Transportation projects
- Developing and maintaining performance measures for Active Transportation modes
- Responsibility for developing and maintaining datasets for multiple Department assets related to active transportation such as the statewide multi-use trail network, on-road bike network, and bike racks at public facilities
Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for supervising an operating unit engaged in transportation planning studies, programs and related activities.
EXAMPLES OF DUTIES
Duties of this position involve the supervision of the staff of the Active Transportation Unit including scheduling, assigning, overseeing, and reviewing the work of staff; providing staff training and assistance; conducting performance evaluations; determining priorities and planning unit work. The Transportation Supervising Planner establishes and maintains unit procedures; develops or makes recommendations on the policies and standards; acts as liaison with other operating units and Bureaus, agencies, and outside officials regarding unit policies and procedures; oversees the development of integrated and comprehensive unimodal or multi-modal transportation plans, programs, and activities for movement of goods or people; oversees the preparation of reports, studies, surveys, and other related activities; develops findings and conclusions; makes recommendations based on completed analyses; provides final review for accuracy and conformance with standards and requirements; provides direction in interpretation and coordination of transportation plans, programs, and activities to local, regional, state and federal agencies; makes preparations and presentations for legislative and public hearings and public meetings as required; performs related duties as required. Travel primarily within the State may be necessary.
Specific Duties of this position include:
- Scheduling, overseeing and reviewing work of unit staff, determining and prioritizing unit work.
- Working collaboratively with the various units, offices and bureaus to identify and document processes for planning projects to move forward and proper next steps for design or implementation Coordinating with Municipalities, Metropolitan Planning Organizations, Councils of Government, other state agencies, and Stakeholders.
- Determining and prioritizing eligible projects / programs for utilization of various funding sources.
- Responding to inquiries and comments from the Governor’s Bicycle and Pedestrian Advisory Board, advocate groups and the public as needed.
- Aid in creating long term strategies based on comprehensive planning initiatives.
- Developing a data driven analysis of benefits of Complete Streets transportation projects and programs to environmental justice communities and census tracts across the State.

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of multi-modal transportation theories, practices and methodologies; considerable knowledge of social, economic and environmental considerations involved in transportation planning; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to plan, organize and execute projects and studies; considerable ability to develop and use computer software including planning models and other programs related to planning process; considerable ability to comprehend and interpret laws and regulations; supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a lead capacity.
Note: For State Employees this is interpreted at the level of Transportation Planner 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- A bachelor’s or master’s degree in Transportation / Regional / Urban Planning or Studies, Civil Engineering, or closely related degree.
- Experience in transportation planning or engineering.
- Experience in Active Transportation, Complete Streets policies and practices and with emerging transportation issues.
- Experience reading and interpreting design plans.
- Experience reading and interpreting state and federal statutes, regulations and guidance and reviewing for impact to an Agency.
- Experience in program and project management.
- Experience providing presentations and training to various audiences as well as to staff.
- Computer skills including experience with software such as Microsoft Office 365 including Excel, Adobe Acrobat, ESRI ArcGIS, Bentley Bluebeam and MicroStation.
SPECIAL REQUIREMENTS
1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
