Introduction


The State of ConnecticutDepartment of Correction (DOC) is seeking a dynamic, forward-thinking Director of Engineering to head our agency's Engineering unit.

  • This position requires leadership in development, implementation, oversight and management of the facility maintenance systems, infrastructure and engineering services.

  • This position is full time, Monday-Friday, 40 hours per week.
  • This position is located at the DOC Central Office at 24 Wolcott Hill Road in Wethersfield, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction, Developmental Services, Education and Mental Health and Addiction Services this class is accountable for administering statewide construction and maintenance programs and operations.

EXAMPLES OF DUTIES

  • Administers staff and operations of agency construction and maintenance division;
  • Develops, implements and evaluates division policies, goals and objectives;
  • Designs and develops division programs and activities;
  • Implements new procedures and procedural revisions;
  • Determines appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for staff;
  • Prepares division budget;
  • Maintains contacts with individuals within and outside of division who might impact on policy or program activities;
  • Coordinates statewide agency construction and maintenance projects including determination of type and quality of materials used, preparation of job specifications and estimation and analysis of costs;
  • Meets and consults with architects, engineers, contractors and appropriate state and local authorities involved in construction, alteration and maintenance programs for facilities;
  • Inspects work in progress or on completion for conformance to specifications and OSHA regulations;
  • Reviews requests for change orders and makes recommendations;
  • Develops and coordinates long range preventive maintenance programs and procedures;
  • Inspects physical plants on a regular basis;
  • Coordinates agency lease activities;
  • Ensures agency compliance with state and federal accrediting bodies;
  • Coordinates transfer, relocation and disposal of excess and surplus property;
  • Develops long range capital program for agency;
  • Determines space and/or facility needs for an agency;
  • Prepares purchase orders; 
  • Maintains records and reports;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May design, layout and draft plans for projects and submits to contractors;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • building design and construction including aspects of architectural, structural and mechanical engineering and design;
    • methods, materials and equipment used in building design, construction and maintenance;
  • Knowledge of leasing agreements; 
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to 
    • estimate costs of building construction, repair and maintenance;
    • prepare plans and specifications and solicit bids for construction and equipment;
    • analyze construction problems and recommend effective solutions;
    • develop preventive maintenance programs for various kinds of facilities;
    • determine space requirements.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in physical plant maintenance and construction in an administrative capacity.

NOTE: Administrative capacity is defined as project planning, project oversight and budgeting.

PREFERRED QUALIFICATIONS

  • Leadership & Communication: Experience in building consensus across functional areas, facilitating decision making and ensuring solutions align with business objectives, Engineering & Facility Management strategies, guidelines and global requirements, as appropriate; Experience with developing collaborative teams and directing, coaching, leading, and mentoring team members to ensure alignment with department goals and performance objectives; Experience with establishing and maintaining collaborative relationships at all levels of the organization including executive and management-level leadership.  
  • Strategic Thinking & Analytics: Experience in planning and leading Engineering transformational initiatives in complex and dynamic environment by taking advantage of emerging technologies while ensuring cost effectiveness in a difficult financial environment; Experience in setting strategic direction and oversight for the design, development, operation and support of Facility Management systems and programs, including enterprise architecture management, application management, security and risk management, and infrastructure and operations support management; Experience in identifying and tracking metrics and measure of success to support implementations and/or identify opportunities to course correct; Experience using current technology; Experience in leading the planning and application of best practices within the areas of engineering & facility management development, infrastructure/architecture, and reporting; Experience managing position vacancies by anticipating the future agency needs and identify proactive solutions to satisfy those needs.  
  • Administration: Experience in directing and implementing Facility Management services enterprise-wide for a large organization; resource management, project governance, developing vision and strategy, and vendor management. 
  • Asset Management: Experience with budgeting, planning, and allocating resources in a fiscally responsible manner to support the organizations mission and business priorities.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
