This position will help to support our Drinking Water Section’s Enforcement & Data Management Unit and will report to the Supervising Enivronmental Analyst. The individual in this role will be responsible for ensuring public health by overseeing the enforcement of federal and state Drinking Water Statutes and Regulations. WHAT YOU'LL BE DOING:
- Coordinate with Enforcement Unit Supervisor on priorities and assignments of formal enforcement actions (ie: Administrative Orders, Consent Orders, Consent Agreements and Notices of Violation with Civil Penalty) in conjunction with DWS Standard Operating Procedures.
- Oversee and direct regional enforcement staff on compliance activities related to all formal enforcement actions prepared by Enforcement Unit staff and signed by the DPH Management. Oversee and conduct final review of formal enforcement action documents prepared by Enforcement Unit Staff.
- Oversee completion and conduct final review of Enforcement Unit staff status updates of the Quarterly Environmental Protection Agency (EPA) Enforcement Targeting Tool status report; EPA CT Action Level Exceedance status report and Government Performance Results Act status report for the EPA.
- Oversee the issuance, and follow-up of informal violation letters issued by the Enforcement Unit to public water systems for failure to issue public notices, lead consumer notices and consumer confidence reports to their customers. Oversee the issuance and follow-up of violations for severe or habitual noncomplying PWS including the compiling and evaluation of criteria for escalation to formal enforcement actions.
- Provide training opportunities to staff on any new procedures or regulations implemented by DPH management or EPA.
- Oversee training to Enforcement Unit staff related to new technologies being implemented to increase efficiency of Unit.
- Oversee any formal requests to the Office of Attorney General for enforcing formal enforcement actions through the Superior Court.
- Oversee the internal development of processes and documentation to ensure CT's compliance with new Safe Drinking Water Act Rules.
- Coordinate with DPH staff in the drafting and finalization of regulations for new SDWA Rules including the Lead and Copper Rule Revision, Consumer Confidence Rule Revision, proposed PFAS Rule, and various other rules under regulatory review by EPA.

The Environmental Health and Drinking Water Branch oversees, through a health equity lens, activities related to drinking water supply purity and adequacy, food protection, private wells, subsurface sewage disposal, lead, radon, asbestos and over 15 environmental licensing and certification categories. The Drinking Water Section (DWS) regulates approximately 2,400 public water systems that provide safe drinking water to over 2.9 million people in the State of Connecticut. The DWS is responsible for the administration of state and federal drinking water regulations and has jurisdiction over assuring the purity and adequacy of our State’s public drinking water sources. The Enforcement Team under the Enforcement and Data Management Unit is a critical component in enforcing Drinking Water Statutes and Regulations to ensure that public water systems provide safe and reliable drinking water to its customers.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.
In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.
EXAMPLES OF DUTIES
WORKING LEAD:
- As assigned by the supervisor, distributes, prioritizes, assigns and reviews unit work;
- Provides staff training and assistance;
- Conducts or assists in conducting performance evaluations;
- Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures;
- Recommends policies and standards;
- Prepares reports and correspondence;

ADVANCED WORKING LEVEL:
- Conducts specialized planning, research, inventory, environmental quality and natural resource studies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
- NOTE: Education may only be substituted for a total of five (5) years.
- For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience with state and/or federal laws, regulations, and/or policies related to public drinking water.
- Experience preparing, issuing, and tracking formal enforcement actions related to drinking water.
- Experience with Microsoft Access Databases, Office 365, Teams and SharePoint.
- Experience having responsibility for oversight related to enforcement of state and/or federal regulations and policies related to public health.
- Experience in the application of oral and interpersonal communication skills especially with public water systems, certified operators, laboratories and local health officials.
- Experience leading a team in a work environment.
- Experience prioritizing, managing and tracking multiple projects, assignments or tasks simultaneously.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
