The State of Connecticut Department of Mental Health and Addiction Services (DMHAS), Office of the Commissioner, is currently seeking an experienced and qualified individual for the position of Behavioral Health Program Manager to help lead their Opioid Services Division! This position will be primarily responsible for the project management of recovery support and hard reduction initiatives, especially for the statewide distribution of naloxone (opioid overdose reversal medication). The individual selected for this role will be responsible for the bulk purchasing of naloxone (Narcan) and ensuring that the State consistently reaches naloxone saturation goals.     IN THIS ROLE YOU WILL:
    • Under the direction of the DMHAS Opioid Services Director, oversee the implementation and ongoing operations of recovery support and harm reduction initiatives
    • Collaborate with the Opioid Services team and statewide harm reduction and recovery support providers to ensure naloxone is distributed according to the state naloxone distribution/saturation plan
    • Participate in development and/or amendments of naloxone state saturation plan
    • Regularly interact with DMHAS staff and other State agency partners who are overseeing recovery support and harm reduction initiatives
    • Attend all meetings related to Opioid Services and naloxone distribution or upon request by DMHAS leadership
    • Support data collection efforts and ensure it is being collected
    • Track naloxone purchasing and distribution
    • Organize trainings
    • Complete monthly reports describing the progress and outcomes of assigned initiatives

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

    EXAMPLES OF DUTIES

    • Assists in directing staff and operations for special programs;
    • Coordinates, plans and manages program activities;
    • Assists in formulating policy and procedures relating to general administration of a managed service system;
    • Participates in the formulation of agency policy; 
    • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
    • Interprets and administers laws pertaining to program;
    • Trains and evaluates staff;
    • Prepares and administers facility and community grant budgets;
    • Maintains contact with individuals, groups and other organizations which might impact on program operations;
    • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
    • Assesses staff needs for delivery of services;
    • Carries out policies and directives of department;
    • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
    • Ensures compliance with internal agency and accrediting bodies' standards;
    • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
    • May assume a leadership role for agency system wide program development and administration activities;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of
      • principles and practices of public administration;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Master’s Degree in a clinical discipline
    • Experience with project management
    • Experience managing initiatives with statewide scope
    • Experience with reporting requirements
    • Experience or education in best practices in recovery support
    • Experience or education in practicing harm reduction principles

    SPECIAL REQUIREMENTS

    Incumbents in this class may be required to possess appropriate current licenses or certifications.
