DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
The Prevention and Health Promotion Division currently oversees enforcement to reduce youth access to alcohol, tobacco and other drugs. The Division is responsible for compliance and enforcement of laws concerning youth access to tobacco and electronic nicotine delivery systems.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for acting as a working supervisor for Special Investigators engaged in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.
EXAMPLES OF DUTIES
Plans office workflow and determines priorities; schedules, assigns, oversees and reviews work; establishes and maintains office procedures; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies and outside officials regarding office policies and procedures; may make recommendations on policies and standards; may prepare reports and correspondence; may assist in reviewing complaints and violations and determining appropriate course of action; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of investigatory methods and techniques; considerable knowledge of relevant state laws and regulations; interpersonal skills; oral and written communication skills; interviewing skills; ability to utilize computer software; some supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the level of Special Investigator.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training in law enforcement, health care or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience
with Tobacco Prevention and Enforcement functions and operations;
- Experience
providing training and support to staff;
- Experience
locating, interpreting and applying policies, State Statutes and Federal
Regulations;
- Experience
using data application systems and Microsoft 365 programs such as
Microsoft Word, Excel, PowerPoint, Outlook, Teams, etc. to manage data,
write reports, track work and schedule meetings;
- Experience
communicating effectively across all levels of an organization, including
both internal and external partners;
- Experience
handling complaints or regulatory investigations;
- Experience
testifying in court or at administrative hearings;
- Experience
working independently in the field;
- Experience demonstrating organization,
communication, and interpersonal skills.
