The State of Connecticut, Department of Revenue Services (DRS) is seeking to fill one Tax Unit Manager position in the Taxpayer Services Division.
POSITION DETAILS
This is a full-time, 40 hours per week position on first shift. Schedule is Monday-Friday between 8:00am and 4:30pm, with hybrid work opportunities available.
This position is responsible for overseeing constituent services and all other tax functions performed in the Forms Administration Unit and the Education and Outreach Unit.
The duties include, but are not limited to:
- Manages, the tracking of and timely resolution of constituent matters.
- Coordinates and oversees the legislative liaison function for the department.
- Oversees the development and delivery of taxpayer education and awareness programs in various formats (print, online, webinars, speaking engagements, etc.)
- Monitoring the development and maintenance of all DRS forms, instructions, letters, notices, messaging, and administrative pronouncements (tax products);
- Monitoring the content and usability of the DRS website;
- Overseeing the various tax administration functions performed in accordance with established policy and legislative intent;
- Representing the Taxpayer Services Division on various department projects and handling personnel matters;
- Monitoring tax legislation and determining the impact on the Department’s tax products and processes;
- Preparing regular reports of unit activities; and
- Preparing and monitoring performance metrics.
ABOUT US
The Taxpayer Services Division is the central point of contact by telephone, letter, email and videoconferencing for Connecticut business and individual responsible for ensuring that all taxes due are reported accurately and in compliance with Connecticut tax laws. In the Taxpayer Services Division, staff work to improve the customer experience with the goal of providing world-class customer service and instilling integrity and fairness throughout the process.
The Taxpayer Services Contact Center operates as a “one-stop” contact area for most taxpayers with the expectation of full problem resolution and providing a “world-class” customer experience. The Contact Service Center is accountable for influencing voluntary taxpayer compliance, which effectuates increased collection of revenue and administration, by ensuring the efficient accuracy of taxpayer registrations and licensing, electronic commerce, taxpayer accounting, including billing or refunds, preparation of financial statements, tax return processing, and correction of taxpayer accounts.
The Forms Administration Unit is the central point of the Department for the development and maintenance of all DRS forms, instructions, letters, notices, messaging, and administrative pronouncements (tax products).
The Education and Outreach Unit is responsible for the efficient and appropriate handling of constituent matters. It acts as the Department’s liaison with the Governor’s legislative staff, Executive branch agencies, and the Connecticut General Assembly. The Education and Outreach Unit issues the monthly comparative statement of revenues and detailed statistics on the taxes collected by the department. The unit also is responsible for handling the Neighborhood Assistance Act and prepares the Department’s Annual Report.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Revenue Services, this class is accountable for directing the work of a major Tax unit.
EXAMPLES OF DUTIES
- Directs staff and operations of a major Tax or field audit function unit;
- Coordinates, plans and manages unit activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of unit budget;
- Maintains contacts with individuals within and outside of unit who might impact on program activities;
- Directs handling of correspondence and preparation of reports of examinations and other financial and statistical memoranda;
- Conducts hearings and conferences with taxpayers and/or their representatives involved in disputed tax matters;
- Recommends changes in existing legislation;
- Prepares reports on unit activities and other necessary statistical and narrative reports;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in technical work in taxation in the auditing of tax returns and fiscal records or tax administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory capacity.
NOTE:
For state employees, this experience is interpreted at the level of a Revenue Examiner 4.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting or taxation may be substituted for one (1) additional year of the General Experience.
- Certification in one of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant or Certified Internal Auditor.
- For state employees, one (l) year of experience as a Tax Appellate Officer may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience with supervision of staff performing duties in connection with the timely and accurate production of a variety of tax functions;
- Experience communicating effectively both orally and in writing;
- Experience with interpretation of complex state and federal tax statutes and regulations;
- Experience with handling constituent matters, including interaction with the General Assembly;
- Experience monitoring tax administration functions in accordance with established policy and legislative intent;
- Experience preparing and conducting training of lower-level staff;
- Experience preparing reports;
- Experience preparing and monitoring performance metrics; and
- Experience acting as a lead on agency projects.
