The Connecticut Department of Revenue Services (DRS) is looking to fill the position of Economist within the newly established Research, Analytics, and Forecasting (RAF) Division, located in Hartford, CT.

POSITION DETAILS
This is a full-time, 40 hours per week position on first shift. Schedule is Monday-Friday between 8:00am and 4:30pm. Hybrid work opportunities will be available.
Duties of this position include, but are not limited to:
- Advise on economic implications of data analytics and assists in the planning, development and improvement of tax policy in the state;
- Conducts economic studies including research and analysis to develop data sets and respond to requests for information;
- Work with RAF project team to design and execute data analytics in line with current and historical economic trends;
- Research economic trends relating to tax and revenue with other CT State agencies, non-profit organizations, other States, and other governmental organizations;
- Analyze State revenue and tax trends and patterns, including review of statutes to understand the impact of the legislation on tax and revenue;
- Participate in ongoing and ad-hoc research and data analyses enacted by the general assembly and the Governor’s office.

- Assisting in the creation of efficient, effective, and secure data reporting;
- Responding to requests for research and analysis from both internal and external constituents;
- Fostering new skills and technologies related to analysis and forecasting.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in economics.
EXAMPLES OF DUTIES
- Acts as a working level
economic specialist in a state agency on economic matters;
- Assists in the planning,
development and improvement of business and commerce in the state;
- Conducts economic
studies including research and analysis in industrial, commercial, labor, financial
and regulatory areas to develop data related to programs or services of the
agency assigned and formulates recommendations concerning these studies;
- Conducts and reviews
cost/benefit analyses on economic development programs;
- Studies trends in labor
and/or business activity and its components;
- Researches and provides
oral and written reports;
- Researches and provides
testimony on legislative proposals;
- Develops procedures and
econometric tests for improved monitoring of financial institutions;
- Participates in economic
model building and forecasting;
- May perform studies of
corporate expansion into Connecticut including site location, fiscal
incentives, utilities rates and labor market skills availability;
- Performs related duties as
required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in applied economics or economic research.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in
economics or a closely related field may be substituted for the General
Experience on the basis of fifteen (15) semester hours equallling one-half (1/2)
year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in
economics or in a closely related field may be substituted for one (1)
additional year of the General Experience.
- A doctoral degree in
economics or closely related fields may be substituted for two (2) additional
years of the General Experience.
- Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience communicating complex information in simplified terms, both orally and in written correspondence;
- Experience in local or state economic forecasting and modeling or revenue forecasting and tax policy analysis;
- Experience or coursework related to local, regional, state and federal government, including experience working with elected officials;
- Experience with the macroeconomic modeling;
- Experience using statistical programming (R, SAS, Stata, Python).
