In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.
EXAMPLES OF DUTIES
In this position the incumbent will perform the following duties, among others:
Identify, evaluate and make recommendations for tools to overcome barriers to housing development, e.g., affordable housing, mixed-use development, and transit-oriented development;
Provide technical assistance to staff, state agencies, and state and local government officials relative to housing and community development matters;
Provide recommendations for implementing policy and program decisions relating to housing, economic and community development, transit-oriented development, and transportation;
Collaborate in the development, adoption and implementation of the State’s comprehensive plan: the Conservation and Development Policies Plan (C&D Plan);
Develop statewide policies and provide advisory reports, as required, in support of the C&D Plan;
Conduct Geographical Information Systems (GIS) analysis in support of Office of Responsible Growth activities, in coordination with the Data and Policy Analytics (DAPA) unit at OPM;
Manage and administer grant programs as assigned;
Represent OPM on various advisory boards, committees and workgroups, as assigned; and
Serve as OPM liaison to various state agencies, councils of government and municipalities.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in planning
including developing written long term plans broad in scope and having impact
on a number of operations.
NOTE: Planning is defined as collecting and
analyzing technical data (social, environmental, economic, governmental),
determining problems and concerns, and developing long-term plans accordingly.
These are formal, written plans, i.e., statements of goals and objectives,
recommended alternatives for action, and policies and programs to achieve the
goals and objectives. Generally, these plans will impact statewide activities
or a large-scale corporation which has branch or satellite facilities.
Candidates must often perform these types of duties the majority of time and
the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one-half (1/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
A Master's degree in
planning, public administration or a closely related field may be substituted
for one (1) additional year of the General Experience.
Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
The preferred candidate will have the following:
Experience with local, state and/or federal housing and community development programs, resources, policies and regulations;
Experience with research and writing, including experience analyzing and discerning trends and communicating complex information in simplified terms;
Experience in GIS use and applications;
Experience engaging stakeholders in problem solving and developing solutions through consensus building;
Experience managing multiple and varied assignments, and working in a collaborative environment;
Experience establishing, maintaining and building productive working relationships with government officials (federal, state, regional and local), community groups and the public;
Experience monitoring and/or participating in the State of Connecticut legislative process; and
Experience administering grant programs and/or fiscal management.
