ABOUT US

The Office of Workforce Strategy is a newly created agency, housed, with administrative support, from the Office of the Governor. The OWS is charged with influencing and operationalizing the statewide strategy for workforce with the support of the Governor’s Workforce Council and related agency and statewide stakeholders. This small team is looking for a dedicated and excited Workforce Development Coordinator to help support the Connecticut Department of Correction’s Workforce Development efforts. 

POSITION HIGHLIGHTS

  • SCHEDULE: This opportunity is full-time (40 hours/week) with hybrid work opportunities.
  • LOCATION: DOC Central Office in Wethersfield, CT 

YOUR ROLE

This role will involve continuously developing new strategic teams, initiatives, policies, and practices that promote this vision, all while supporting the ongoing operations of the Office of Workforce Strategy, the Governor’s Workforce Council, and the Department of Correction. An ideal candidate will be able to work strategically and collaboratively across departments within the industry and with multiple stakeholders to successfully drive an effective and efficient workforce strategy for incarcerated individuals reentering society and the state’s workforce.

An ideal candidate must be an excellent written and verbal communicator with strong project management skills, has familiarity with the Workforce System (including the Regional Workforce Investment Boards, state and colleges education system, community-based organizations, and state agencies), competency with Microsoft Office/related programming (Outlook, Word, Excel, PowerPoint), and strong attention to detail. An ideal candidate will also be effective, versatile, action-oriented and dedicated to efficient productivity.

This individual will be assigned to and receive direction and oversight from, the Department of Correction and must be comfortable working within a state correctional facility and with traveling throughout the state.

The Workforce Development Coordinator will:

  • Prepare and execute an Employer Engagement and Workforce Development Strategy and Plan for the Department of Correction;
  • Conduct outreach to Businesses, Workforce Development Boards, Chambers of Commerce, Business and Industry Groups/Organizations, Regional Planning Agencies, Community and Economic Development Organizations, Labor Organizations, veterans organizations, educational institutions and Municipal Governments with the express purpose of educating these entities on DOC’s Reentry efforts and the benefits of hiring justice involved individuals, creating training and employment opportunities for this population;
  • Support the preparation of presentations and reports for DOC and the public at large;
  • Locate and analyze relevant data sets in support of DOC workforce initiatives;
  • Distill and perform research to inform strategic policy recommendations on justice involved workforce development best practices;
  • Support the DOC across active initiatives related to workforce development and generate strategic recommendations to facilitate progress and completion of workforce-related projects;
  • Draft strategic communications and marketing plans to promote and support DOC Workforce Initiatives;
  • Provide website, social media, and other communications-related updates in regard to DOC workforce development priorities.

PURPOSE OF JOB CLASS (NATURE OF WORK)

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the specific area of assignment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    

PREFERRED QUALIFICATIONS

  • Experience in creating and monitoring workforce development programs;
  • Experience in Vocational Education, Job Training programs and Employment Support Services including Job Placement, Apprenticeships and internships;
  • Experience with report writing and creating presentations;
  • Experience in social equity and working with diverse populations;
  • Experience working with boards, commissions, or councils;
  • Experience working with businesses, reviewing business documents, evaluating business plans, and conducting business outreach;
  • Experience working with Workforce Development Boards, Chambers of Commerce, Business and Industry Groups/Organizations, Regional Planning Agencies, Community and Economic Development Organizations, Labor Organizations, veterans organizations, educational institutions and Municipal Governments.
