The State of Connecticut, Department of Energy and Environmental Protection (DEEP) Bureau of Central Services, is actively seeking to hire a Supervising Environmental Analyst to lead the Records Management, Geographic Information System (GIS), and Geological Survey Programs!

POSITION HIGHLIGHTS

  • WORK SCHEDULE: 8:00AM - 4:00 PM, Monday through Friday
  • WORK HOURS PER WEEK: 35 hours
  • LOCATION: DEEP Headquarters in Hartford, CT with flexible telework and in-office schedules available! Some in-state travel may be required.

The Connecticut Department of Energy and Environmental Protection (DEEP) is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state.

YOUR ROLE

Responsibilities will include ensuring DEEP's GIS and Geological Survey needs are met and supervising DEEP's Record Center operations and efforts to convert paper files to electronic formats and filing systems.

As the Supervising Environmental Analyst, you will be responsible for:

  • Supervising staff and operations in the DEEP Records Center.
  • Supervising the prioritization and implementation of efforts to convert paper files to electronic formats.
  • Supervising the administration and implementation of DEEP's Geological Survey Program.
  • Supervising the administration and implementation of delegated crumbling concrete requirements.
  • Supervising the administration and implementation of the Geographic Information System Program.
  • Supervising the administration and oversite of DEEP's Geological Core Repository.

  • The Connecticut Geological Survey is responsible for developing and acquiring authoritative data on state geological resources for resource management, economic development, environmental quality, land use, climate, and hazards mitigation planning.
  • Geographic Information Systems at DEEP plays an important role in the DEEP's mission of protecting and preserving the environment for present and future generations. DEEP develops and maintains a statewide automated geographic storage and retrieval system that can rapidly integrate and analyze large amounts of spatial map and file data over any selected geographic area. DEEP develops and shares geospatial information with federal, state, and municipal government agencies such as the U.S. Geological Survey, Environmental Protection Agency, Federal Emergency Management Agency, Connecticut Department of Public Health, Connecticut Department of Transportation, and the Connecticut Office of Policy and Management.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.

In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

EXAMPLES OF DUTIES

  • Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; 
  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans office work; 
  • Establishes and maintains office procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; 
  • Oversees preparation of environmental impact statements; 
  • Directs administration of state and federal program budgets; 
  • Supervises and coordinates special planning studies; 
  • Identifies and describes state environmental goals and special problem topics; 
  • Monitors and testifies at hearings; 
  • Supervises and cooperates with consultants in project development; 
  • Serves as agency representative at public and committee hearings and conferences; 
  • May prepare enforcement actions; 
  • May serve as department representative on various regulatory and advisory boards and committees; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working/working lead level capacity.

NOTE: For state employees this experience is interpreted at the level of an Environmental Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
  • NOTE: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

  • Experience managing environmental project workflow; including coordinating activities, defining expectations, and establishing priorities and measurable goals;
  • Experience developing and implementing records retention schedules and using document management systems;
  • Experience mentoring staff;
  • Experience developing and implementing procedures for process improvement;
  • Experience communicating technical information to regulated community, state and federal agencies, stakeholders, non-governmental organizations and the general public through oral presentations and written reports;
  • Experience developing and acquiring authoritative data for geological resources;
  • Experience coordinating geological field surveys and geological consulting services;
  • Experience with ArcGIS Geographic Information Systems and geological field mapping.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
