The State of ConnecticutDepartment of Mental Health and Addiction Services (DMHAS) is seeking an experienced and qualified DMHAS Medical Division Director

  • SCHEDULE: Full-time, first shift, with a work schedule of 8:00am to 4:30pm, Monday through Friday

    • Be responsible for the overall quality and safety of clinical care provided to patients residing within the inpatient units (386 beds) of CVH; 
    • Assign, coordinate,  evaluate, and supervise the work of principal/staff physicians and on-site night duty physicians employed in the hospitals units and provide clinical oversight over physicians and their multi-disciplinary treatment teams; 
    • Meet regularly with the physicians to oversee and ensure the quality and safety of the medical care provided to patients; 
    • Complete regular audits of treatment plans, medical records, and discharge summaries to ensure adherence to hospital policies regarding the quality and safety of patient care and/or The Joint Commission (TJC) standards; 
    • Provide education and training as indicated, e.g. grand rounds and case conferences; 
    • Work with the Chief Medical Officer to ensure resource allocation and discharge planning is appropriate; 
    • Conduct and/or participate in meetings on medical and administrative policy; 
    • Consult on difficult and/or complex cases; and
    • Oversee the implementation of QA/QI process improvement initiatives by principal/staff physicians within the service.

                      DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve. 

                      CVH is the largest of DMHAS facilities, and includes 17 inpatient units over two campuses (Middletown and Hartford). The hospital includes both a general psychiatry and addiction services units. CVH provides comprehensive inpatient and outpatient psychiatric care and substance abuse treatment, including treatment for pregnant women and persons with dual diagnoses. Specialty areas include geriatric and special services, an integrated network of comprehensive mental health services for older adults and young adult services. The facility also runs the Traumatic Brain Injury (TBI) program which addresses the needs of TBI survivors, including; reintegration into community living, independent living skills development, vocational and educational training, psychiatric, cognitive and neurological assessment and treatment, speech and physical rehabilitation as well as individual and family counseling.

                      PURPOSE OF JOB CLASS (NATURE OF WORK)

                      In the Department of Mental Health and Addiction Services, Connecticut Valley Hospital this class is accountable for administering agency medical, clinical and behavioral health services programs and operations within a division.

                      EXAMPLES OF DUTIES

                      • Administers staff and operations of a designated hospital, facility, regional medical area or behavioral health services program; 
                      • Is responsible for the overall quality and safety of medical care provided to patients residing within the inpatient units of CVH.
                      • Assigns, coordinates, evaluates and supervises the work of principal/staff physicians and night duty physicians employed in the hospital’s units and provide clinical oversight of physicians and their multi-disciplinary treatment teams.
                      • Oversees departments within the Ambulatory Care Services such as Dental, Pharmacy, Physical Therapy and Infection Prevention.
                      • Develops, implements and evaluates policies, goals and objectives related to medical care;
                      • Implements new procedures and procedural revisions;
                      • Completes regular audits of treatment plans, medical records and discharge summaries to ensure adherence to hospital policies regarding the quality and safety of patient care and/or The Joint Commission (TJC) Standards. 
                      • Oversees the implementation of QA/QI process improvement initiatives that enhance patient care.
                      • Provides consultation on difficult and/or complex cases related to medical care.
                      • Provides training and education as indicated, e.g. grand rounds and case conferences.    
                      • Provides oversight of patients on special observation levels (such as Constant Observation) due to medical reason/s.
                      • Oversees contracts with medical service vendors.
                      • Oversees the death review process.
                      • Oversees Pain Management and Palliative Care services.
                      • Conducts Performance Appraisals and Ongoing Professional Practice Evaluations (OPPE).
                      • Maintains contact with individuals within and outside of agency who might impact programs and services;
                      • May serve as agency liaison with external medical, behavioral health planning, advisory groups, courts and other state medical and service agencies; 
                      • May testify in court;

                      KNOWLEDGE, SKILL AND ABILITY

                      • Considerable knowledge of

                      Experience in a hospital, clinic or correctional facility as a board certified psychiatrist.

                      SPECIAL REQUIREMENTS

                      • Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
                      • Incumbents in this class must possess and retain certification as a specialist in psychiatry by the American Board of Psychiatry and Neurology.
                      • Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. 1320a-7b(f).
                      • Incumbents in this class may be required to possess and retain certification as a specialist in an area such as geriatrics, ABI/TBI, forensics, substance abuse, etc.
                      • Incumbents in this class may be required to possess and retain a faculty appointment at either the Yale School of Medicine or the UCONN School of Medicine.
                      • Incumbents in this class may be required to possess appropriate current licenses, certifications or permits.
                      • Incumbents in this class may be required to be bilingual.
