The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a current DMHAS employee to join our team as a Leadership Associate (PCN 139558), with a target job class of State Program Manager. This position will support priority Human Resource improvement initiatives within the DMHAS Office of the Commissioner.  Find out more information regarding this amazing opportunity below!

POSITION HIGHLIGHTS:
  • Work Schedule: Monday - Friday
  • Work Hours: Full-time, 40 hours per week
  • Work Shift: First shift, 8:00 a.m. - 4:30 p.m.
  • Location: 410 Capitol Ave, Hartford, CT
WHAT YOU'LL BE DOING: 
  • Implement/manage the launch of the new LPN to RN program. This includes coordinating info sessions and other events and strategies supporting LPNs participation in the program while working. (tutoring support, part time, schedules, etc)
  • Promote the current strategic partnership with Southern MSW program. This includes promoting enrollment, getting DMHAS staff SIFI certified, identifying opportunities for MSW internship placements, and identifying opportunities for DMHAS participation in classroom, campus events, etc. 
  • Streamlining the synopsis process to improve the impact of recruitment efforts. This will include form design, process flow, and communication with stakeholders.
  • Developing targeted outreach plan to promote career opportunities at DMHAS.  These activities may be independent or in collaboration with clinical recruiter and may include events or opportunities for paid job advertisements.
  • Support our Human Resources related priority initiatives including: National Health Care Service Corps application and liaise with facility leaders to support successful application for designation, followed by promotion of the program and training staff to answer questions about program.
  • Collaborate as appropriate with Workforce Development, HR, OLR and facilities to develop/launch training programs designed to improve management skills or address other agency priorities and with the goal to make them permanent in the LMS.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency incumbents in this class participate in a formal development program designed to provide the necessary knowledge and skills to qualify for appointment to a designated managerial or professional confidential class assigned to the MP Pay Plan.

EXAMPLES OF DUTIES

  • Participates in a formal development program designed to develop the knowledge and skills needed in order to qualify for appointment and advancement to a designated managerial or professional/ confidential class;

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • Experience with grant writing
  • Posess an Instructor certification

SPECIAL REQUIREMENTS

  • Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
  • The work schedule for this classification is full-time. Incumbents in this class must work a full-time forty (40) hours per week schedule.
  • Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
  • All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services. 5. No additional working test period shall be required upon successful completion of the development program.
