The State of Connecticut, Office of the Chief Medical Examiner (OCME
) is a free-standing facility located on the UCONN Health Center Campus in Farmington, CT. The office is a state-wide medical examiner system charged with the investigation of sudden and unexpected deaths that, by statute, fall under our jurisdiction, and operates 24/7/365 performing these death investigations.
The office is staffed by 63 full time and 25 part time employees across several collective bargaining units and has staff with hazardous duty and Level 1 designations.
We are seeking a part-time (25 hours a week) Human Resources Generalist 1
to work under our current Human Resources Director to assist in various areas of Human Resources management and Payroll. The OCME Human Resources Department is currently managed solely by a HR Generalist 3. The incumbent will assist in a wide variety of human resources areas and equal opportunity activities of the agency (i.e., recruitment, selection, classification, compensation, retirement, career counseling, FMLA and other leaves of absence, workers’ compensation, and some payroll related work). This position is located in Farmington, CT, and the work is comprised of regular, broad exposure to all Human Resources management areas.
Responsibilities include, but are not exclusive to:
- Assists with entirety of recruitment processes (from position request through to onboarding).
- Assists HR Generalist 3 in meeting affirmative action goals and participates in data collection and organization of materials in support of Affirmative Action plan reporting.
- Monitors and validates agency timesheets, each pay cycle, for review/approval/reporting as necessary and execute and save agency check registers for audit.
- Utilizes various reporting databases including but not limited to Core-CT EPM, Core-CT STARS, Access, Excel Pivot Tables, among other Federal, State, and agency software database resources
- Updates agency organizational chart and distributes accordingly.
- Prepares and maintains human resources records and transactions for employees to include processing positions, reclassifications, retirements, seniority, and salary adjustments.
- Assists in monitoring compliance with annual trainings and agency specific requirements.
- Interface with staff regarding benefits elections and collective bargaining benefits.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is deployed at an agency and is accountable for performing professional human resources duties as an agency business partner.
In a state agency outside of the State's centralized Human Resources structure this class is accountable for performing professional human resources and other related duties.
EXAMPLES OF DUTIES
Assists in advising agency staff on human resources policies and procedures, proper organizational structure and use of appropriate job classifications, talent needs, to include but not limited to advising on the availability and expiration of eligible lists, etc.;
- Partners with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs;
- Communicates with agency managers, bargaining unit representatives and other interested parties to ensure cooperative relationships;
- Makes recommendations regarding agency’s classification and position management transactions and ensures proper organizational structure;
- Assists in ensuring compliance with applicable state and federal laws, regulations, policies and procedures;
- Advises employees on matters related to employment, career development, transfer, separation, recruitment, examinations, and/or compensation;
- Performs job audits, or other fact finding techniques, related to individual job classification and job classification studies;
- Upon approval, facilitates human resource transactions, including promotions, demotions, transfers;
- Maintains human resource information systems within assigned agency;
- Performs research in support of reclassification grievances, business rules questions, policy and legislative changes, training initiatives and other human resources initiatives and projects;
- Assists in various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection and on-boarding hires;
- Prepares or oversees the preparation and maintenance of relevant documentation and records;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- Ensures all records, files and folders are maintained, updated and digitized, where applicable;
- May coordinate employee assistance programs;
- May assist, coordinate, implement, oversee, and/or provide training and/or staff development programs;
- May support related agency strategic needs;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in human resources or equal employment opportunity/affirmative action or labor relations management.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
- Experience interpreting human resources policies and collective bargaining agreements for all levels of employees.
- Experience using Human Resources Information Systems.
- Experience using online recruiting systems such as JobAps.
- Experience providing human resources support to multiple customers with competing priorities.
- Experience creating statistical reports.
- Experience with processing FMLA request and other related leaves.
- Experience with payroll.
