Construction Services Project Management operates in three teams, each lead by an Assistant Director of Project Management (ADPM). These teams include Project Managers, Associate Project Managers, and Assistant Project Managers who manage the State’s vertical construction and renovation projects. The division is collectively responsible for over $1,500,000,000 in design and construction projects for twenty-four (24) State Agencies.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for overseeing and coordinating all phases of assigned capital design and construction projects.
EXAMPLES OF DUTIES
The Associate Project Manager, as the owner’s representative of the State, is responsible for overseeing multiple assigned projects of varying costs, phases, types, agencies, and complexities. Responsibilities include, but are not limited to:
- Overseeing all phases and aspects of the Public Work projects, of varying sizes, meeting objectives and needs of supported agencies, including initiation and planning phases, design phases, bidding phases, construction phases, occupancy phases, and financial closeout phases
- Maintaining continuous communication and coordination with supported agencies and their respective contacts, including program changes, schedules, budgets, and progress reporting
- Conducting and/or participating in meetings and associated meeting minutes distributions
- Establishing resource requirements for professional services needed for supported agency programs and projects
- Establishing project delivery types including Construction Manager at Risk, Design-Bid-Build, and Design Build
- Coordinating with supporting State offices for advertising projects for professional services and contractor services
- Coordinating with supporting State offices for contracting including writing scopes of work for professional services, reviewing proposals, negotiation of fees and terms/conditions, and monitoring contract execution
- Coordinating with supporting State offices for contract amendments including writing scopes of work, reviewing proposals, negotiation of fees, and monitoring execution
- Reviewing, negotiating, and processing proceed orders and change orders
- Assisting in recommending and requesting funding necessary for supported agency programs and projects
- Establishing, monitoring, and overseeing project budgets and schedules on a continuous basis
- Overseeing work of both external and internal resources such as professional architects, engineers, construction administrators, construction managers, general contractors, and inspection personnel for assigned projects
- Reviewing construction plans, drawings, and specifications for completeness, accuracy, and consistency with contract documents, compliance with codes, compliance to permitting, and agency or statutory requirements
- Identifying risks and issues potentially affecting program and ensuring timely completion of construction and timely resolution to construction problems
- Coordinating with Equipment section to ensure timely delivery
- Monitoring shop drawing and processing of other submittals
- Participating in formal selections panels evaluating potential architectural and engineering firms proposing to contract with State
- Utilizing software including PMWeb, e-Builder, Bluebeam, and Microsoft Project for financial tracking, schedule tracking, and design reviews
- Utilizing Microsoft Suite including Word, Excel, Outlook, Microsoft 365, and OneDrive
- Mentoring staff of a lower grade
- Performing related duties as required
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- project management;
- principles, practices and methods of architectural or engineering design, building design and design aspects of building modification and construction;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in the design and construction of commercial, industrial or institutional structures involving any combination of the following:
- architectural or engineering design or review;
- construction supervision;
- project estimation or project management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have included performing the most complex duties in the area of engineering or coordinating all phases of design for state buildings including the architectural, engineering, cost review, equipment and physical operations.
NOTE: For state employees this experience is interpreted at the level of a Construction Services Assistant Project Manager.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, engineering or construction management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in architecture, engineering or construction management may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience with construction project management software
- Experience in managing Construction Manager at Risk Project Delivery Contracts
- Experience in managing a project using Critical Path Scheduling
- Experience in architectural or engineering design and project management
- Experience as the Primary Manager in financial management of pre-construction and construction phase projects
- A Bachelor’s Degree in architecture, engineering, or construction management
SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess a Professional Architect or Engineer License, Associate Constructor or Professional Constructor certification (AC-American Institute of Constructors) or Certificate as an Engineer in Training (EIT-National Council of Examiners for Engineering and Surveying).

Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree from year-round weather conditions.
