The State of Connecticut Department of Transportation (DOT), invites its qualified agency employees to apply for the position of Fiscal/Administrative Manager 1 located in the External Audit Unit (EAU) in the Bureau of Finance and Administration.

This position is responsible for the oversight and management of the External Audit Unit within the Bureau of Finance and Administration.  This unit is a highly skilled examination unit that consists of Supervising Accounts Examiners, Associate Accounts Examiners, and Accounts Examiners.
Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex, professional fiscal and administrative functions with a major emphasis on fiscal administration.


  • Review, reevaluate, and revise as needed the Assignment Risk Assessment Tool (ARAT) annually. This tool is used to evaluate the risk levels and the testing needs of an assignment based on identified risk factors. This model is a key feature in the unit’s work, work programs, and the assignment of Task Order Certified Public Accountant (CPA) assignments.
  • Review, reevaluate, and revise as needed the Assignment Work Programs/Work Papers (AWP) on an annual basis. The AWP is the primary tool used by the EAU staff and our Task Order CPAs to conduct the assignments, applying Agreed Upon Procedures (AUP). The AWP includes the testing levels per the determined risk assessment, the report models, the data testing tables, the CTDOT invoice summarization of payments, adjustments, the analysis of the agreement maximums to ensure project costs do not exceed authorized levels and a summarization of the original agreement, supplemental agreements, and all extra work letters. The AWP is the tool from which the final reports are derived.
  • Oversee the assignments that include requests that have a high degree of complexity, risk and that require specialized knowledge and skills to plan, execute and complete. This would include AUP assignments that include multiple projects on the same contract, multiple prime consultants and sub consultants, multiple supplemental agreements, and extra work letters and which span across project phases and authorization dates where in-depth analysis of cost is critical.
  • Oversight of the audit quality assurance review process for both internal and Task Order CPA audit work.
  • Assigning work to staff and task order CPAs based on various factors (priority, age of request, CTDOT needs) and the knowledge base of the staff or CPA firm.
  • Oversight of assignments, provide subject matter expertise to staff and task order CPAs and act as a liaison on matters between External Audit Unit and other DOT units.
  • Identify and execute the training needs of the EAU staff, including governmental auditing standards, report writing, audit review and Office 365 applications.
  • Perform related duties as required


Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting; knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations; considerable ability in preparation and analysis of financial and statistical reports; ability to analyze budgetary and related problems; ability to utilize EDP systems for financial management.


Nine (9) years of experience in a combination of fiscal/administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.


One (1) year of the General Experience must have been supervising professional level staff.
Note: For state employees this is the level of Budget Specialist or Fiscal/Administrative Supervisor.


1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in public administration, business administration, or accounting may be substituted for one (1) additional year of the General Experience.


  • Experience with the Agreed Upon Procedures audit process
  • Experience analyzing financial data to detect irregularities in areas such as billing trends, financial relationships, and regulatory compliance procedures
  • Experience conducting audit quality assurance reviews
  • Experience writing exam reports or investigative memorandums
  • Experience with the Federal Acquisition Regulations and their application to Indirect Cost Rates and Federally Participating Project cost
  • Experience reviewing Indirect Cost Rate submissions from consultants
  • Experience with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Schedule of Expenditures of Federal Awards (SEFA) reporting
  • Experience using Microsoft Excel or Access to manage data
  • Experience with Core-CT
  • Experience with the Department of Transportation (DOT) accounting structure
  • Experience with the DOT contracting process
