The State of Connecticut, Department of Emergency Services and Public Protection (DESPP), has an exciting opportunity for an Emergency Managment Area Coordinator for Region 3.

Position highlights
This position performs critical functions in planning, training, exercises, grants management, and operations within the CT Division of Emergency Management and Homeland Security (DEMHS) and for the 41 communities within DEMHS Region 3.

The Region 3 Coordinator is one of the five DEMHS Regional Coordinators who provide daily critical public safety support to municipalities and as needed to the Governor's State Emergency Operations Center.  Duties involve daily assistance to the municipalities and the State regarding public safety preparedness, response and recovery activities, including:
  • Local emergency operations planning;
  • School security;
  • Coordination of mutual aid;
  • Assisting municipalities to qualify for Federal Emergency Management and Homeland Security funding; and
  • Serving as the primary contact for municipalities to request and receive resources in an emergency.
This is a full time (40 hours per week) position requiring 24-hour on-call status with possibility of emergency activation. Position includes assignment of state vehicle to respond to critical incidents, including reporting to duty during inclement weather to local, state, or other incident command post as needed, other duties as assigned. Telework opportunities may be available within operational needs.

The division directs and coordinates all available resources to protect the life and property of the residents of Connecticut in the event of a disaster or crisis, whether natural or manmade, through a collaborative program of prevention, planning, preparedness, response, recovery, mitigation, and public education. This mission includes strategic and operational planning, operations, training and exercise, grants, and disaster relief. DEMHS also coordinates statewide security communications as well as establishes standards and protocols for the use and dissemination of intelligence.

Candidates who have been selected for employment with the Department of Emergency Services & Public Protection are subject to a detailed background investigation, including a fingerprint supported state and federal criminal history record check along with reference checks. Selection for employment is contingent upon satisfactory completion of the background investigation.

Any pending disciplinary history within the past 2 years and review of attendance records are also considered in this selection process.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, this class is accountable for independently performing a full range of tasks in directing emergency management and natural disaster plans and operations for an assigned area and coordinating the operations with State and Federal Emergency Management programs.

EXAMPLES OF DUTIES

In an assigned area, assists cities and towns in developing and implementing an Emergency Management Plan and other supporting plans; in some areas, develops a nuclear power plant emergency plan or a hazardous dam plan; performs hazards analysis and determines priorities; conducts research; assists towns in qualifying for federal funds; assesses capabilities and evaluates resources; coordinates mutual aid among towns; coordinates training; prepares correspondence; speaks before groups regarding emergency management; in emergencies, represents the Emergency Management Director in the assigned area; provides emergency communications between the Governor and the towns; coordinates resources and receives requests for assistance; supervises technical support staff; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of public information and/or communication methods and techniques; knowledge of planning principles and techniques; ability to interpret and apply relevant state and federal statutes, laws, and regulations; considerable oral and written communication skills; considerable interpersonal skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in community planning, public communications, or public information.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in emergency management, including systems and processes of the National Incident Management System
  • Experience managing a team including members of local, state, federal and private sector partners.
  • Experience communicating to stakeholders through public speaking, delivering presentations, and conducting meetings and webinars.
  • Experience with Emergency Management and Homeland Security program design, development, execution, and evaluation.
  • Experience managing programs of the five mission areas of the National Preparedness Goal.
  • Experience in emergency response operations.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
