The State of Connecticut, Department of Public Health (DPH) is seeking an energetic, progressive, and open minded individual to join the Project Management Office as a Project Analyst (Planning Analyst). The Project Management Office is a new unit that is responsible for supporting various projects and initiatives across the agency.

The individual selected for this position will be responsible for a variety of project management activities such as providing project management guidance and support to units across the agency, leading cross-sectional teams of individuals through all project phases, and acting as a liaison between project sponsors and stakeholders promoting communication among all who may be impacted by projects. As a Project Analyst you will be responsible for preparing and presenting project artifacts including comprehensive documentation, detailed processes, and monthly reports.
Duties of this position will include, but not be limited to, the following:
  • Provide project management guidance and support to units across the agency;
  • Lead cross-sectional teams of individuals through all project phases;
  • Act as a liaison between project sponsors and stakeholders promoting communication among all who may be impacted by projects;
  • Prepare and present project artifacts including comprehensive documentation, detailed processes, and monthly reports;
  • Promote and manage change as a result of project implementations;
  • Manage multiple initiatives with overlapping timelines; and 
  • Provide training and consultative services.

  • Work Hours: Full Time, 40 Hours per week
  • Schedule: Monday - Friday (There may be an opportunity for teleworking in this position after the completion of the working test period and in accordance with State policy.)

In a State agency this class is accountable for independently performing a full range of tasks in planning, monitoring and evaluating programs.


  • Plans and develops new programs; monitors and modifies existing plans and programs;
  • Acts as liaison with other operating units, agencies and outside officials regarding programs and plans;
  • Provides training and consultative services;
  • Develops procedures for programs;
  • Drafts regulations pertaining to programs and plans;
  • Analyzes and evaluates grant applications and requests for proposals;
  • Conducts special studies and prepares reports;
  • Performs related duties as required.

Six (6) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns, and developing long-term plans accordingly. These are formal, written plans, i.e., statements of goals and objectives, recommended alternatives for action, and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation which has branch or satellite facilities. Candidates must often perform these types of duties the majority of time and the planning function must be the major thrust of the job.


  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.


  • Experience with project management methodologies and principles including managing timelines, dependencies, and milestones.
  • Experience documenting business process workflows.
  • Experience working in a customer service focused environment.
