POSITION DETAILS:
One position will support the HIV Healthcare and Support Services (HCSS) Program
- This position will work within the Ryan White Part B Program which funds medical care, access to medications, and essential support services for people living with HIV (PLWH).
- In this role you will:
- Act as the subject matter expert for grant writing, contract monitoring, and budgeting for all Ryan White grant funds
- Serve as the DPH liaison for the Ryan White Part B Program at the Connecticut HIV Planning Consortium (CHPC).
- Maintain knowledge of the HIV/AIDS community and serve as an expert technical resource to guide program, community, and departmental staff.
- Be responsible for ensuring compliance with federal, state regulations and standards, submission of reports and grant proposals to funders, support and supervision to the staff, and ensuring programmatic technical assistance support as needed.
- Assist the State of Connecticut in meeting the goals of the HIV National Strategic Plan, Ending the HIV Epidemic, and the successful submission of the Connecticut Statewide HIV Prevention and Care Integrated Plan.
- This position will conduct field work necessary for federally required site visits. Travel throughout the state is necessary to attend regional planning body meetings. Weekend travel may be required when attending national conferences.
The other position will support the TB, HIV, STD, and Viral Hepatitis Program
- This position will work within the HIV and Hepatitis C (HCV) Prevention Program.
- In this role you will:
- Act as the subject matter expert for grant writing, contract monitoring and budgeting for all Centers for Disease Control and Prevention (CDC) grant funds
- Serve as the DPH Liaison for the HIV/HCV Prevention Program at the Connecticut HIV Planning Consortium (CHPC)
- Work closely with the community, local public health, and healthcare providers.
- Assist the State of Connecticut in meeting the goals of the HIV National Strategic Plan, Ending the HIV Epidemic, and the successfully completed Connecticut Statewide HIV Prevention and Care Integrated Plan.
- This position does not conduct field work. Travel throughout the state may be necessary to attend regional planning body meetings, as necessary. Weekend travel may be required when attending national conferences.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state health program or project, this class is accountable for supervising professional staff in the implementation of one or more specific health programs for which this class retains full accountability.
EXAMPLES OF DUTIES
The specific duties and responsibilities of this generic class vary widely, depending on the nature of the program and the point that it is at in the life cycle of the program. Typical examples of duties include the following: schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans program work; establishes and maintains program procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; plans, organizes, directs and monitors implementation of one or more specific statewide health programs or projects retaining full accountability for program as functional manager of program(s); supervises or personally handles public relations; estimates costs of a program; develops a budget; controls and reviews expenditures; oversees and negotiates contracts and grants with subcontractors; negotiates and accountable for actively pursuing continuity of funding received by program; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of purposes, plans, objectives and programs of public health agencies including changing pattern of preventive medicine and environmental health; considerable knowledge of relationships between risk factors and incidence of health problems; considerable knowledge of changing aspects of social-medical philosophies; considerable knowledge of state and community organizations and programs involved in field of public health; knowledge of research and design methodologies; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze, evaluate and interpret data; supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in a health organization.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the advanced working level in health care program administration, a health systems agency or other health care organization in at least one of the following areas:
1. grant writing or monitoring;
2. formal program planning, development, management or evaluation;
3. or program consultation.
For State Employees this is interpreted at the level of Health Program Associate.
Note: A health care organization is defined as a large multi-dimensional agency with responsibility for developing health programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in health education, hospital administration, public administration or public health may be substituted for one (1) additional year of the General Experience.
3. For State Employees one (1) year as a Health Program Associate may substitute for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience developing and implementing initiatives that respond to federal and state healthcare and public health approaches, priorities, and policies
- Experience procuring and managing state and federal grants, including oversight of programmatic, fiscal, and compliance aspects
- Experience establishing, convening, and leading community and statewide meetings, including multi-sector partners, funders, and networks
- Experience providing presentations through public speaking to audiences including media, legislature, stakeholders, and other public forums
- Experience supervising professional staff responsible for major projects and grant related deliverables
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
